(ABC News)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The high-profile project has been hit with delays due to the COVID-19 pandemic and disputes with local landowners, and Mr Marles told the ABC that an elongated timeline explained the inflated cost.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;There have been a number of factors which have led to the cost, and part of that is the time that has been taken to deliver the project,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;But ultimately we&#8217;re really pleased with what has been delivered \u2014 at $500 million this is the biggest infrastructure project that Australia has ever undertaken in the Pacific.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2021-06-15\/major-naval-base-on-png-manus-island-lombrum-adf\/100216040\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/100216040\" rel=\"nofollow noopener\" target=\"_blank\">original estimated cost of $175 million was reported in June 2021<\/a>. (ABC News)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;This place at the end of the second World War was one of the largest US naval bases outside of the United States,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It was always understood then that what this represented was a gateway to the Western Pacific \u2014 and we&#8217;ve always understood this \u2026 as being a really strategically significant place for Australia and obviously Papua New Guinea.&#8221;<\/p>\n<p>A &#8216;sovereign asset for Papua New Guinea&#8217;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Tuesday&#8217;s handover comes just weeks before Australia and PNG are due to sign a landmark new defence treaty on the 50th anniversary of PNG&#8217;s independence on September 15.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">While neither government has yet laid out exactly what&#8217;s in the agreement, both PNG and Australia have flagged it will be used to give defence forces&#8217; in both countries easier access to the others&#8217; military facilities.<\/p>\n<p><img decoding=\"async\" alt=\"A man in a blue shirt speaks to a camera\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/08\/f20b7253b55a01455791b1bf4bd92e9d\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Papua New Guinea Prime Minister James Marape attended the ceremony. (ABC News)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Marles told the ABC that the newly expanded Lombrum base was a &#8220;sovereign asset for Papua New Guinea&#8221; \u2014 but stressed that Australia&#8217;s navy would be able to operate out of it under the pact.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We want to be able to be able to operate out of each other&#8217;s facilities, that&#8217;s what the defence cooperation agreement will provide,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;What we&#8217;re building here is a base that&#8217;s a great asset for PNG but also an asset that can also ultimately be used by Australia.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;You look at what we&#8217;re about to sign [with PNG] and then you look at this base, you put it together, and this is a really big strategic step for our nation.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">All up, the project created more than 700 jobs in PNG, including more than 350 jobs in Manus.<\/p>\n<p>Lombrum base a &#8216;strategic investment&#8217;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Lombrum Naval Base redevelopment was first announced in 2018.
