(Supplied: LXG)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The ABC has identified more than 80 companies that run on a rewards club model, where customers pay a monthly subscription to get &#8220;free&#8221; entries into prize draws of cars, houses and cash, often worth millions of dollars.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Collectively, they claim to have given away more than $220 million in prizes. (AAP: Dan Himbrechts\u00a0)<\/p>\n<p class=\"paragraph_paragraph___QITb\">NSW Better Regulation and Fair Trading Minister Anoulack Chanthivong said he was very concerned about the growing number of complaints, and condemned attempts to mislead consumers.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;A giveaway business isn&#8217;t legal. (Supplied: Freedom Giveaways)<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Because they don&#8217;t have a business, they make up a product,&#8221; Mr Fung said of rewards clubs.<\/p>\n<p>&#8220;It&#8217;s a membership to nothing.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Fung said he got four or five phone calls a week from people wanting to set up rewards clubs, and tried to talk them out of it.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I convince some to give up, some go ahead with it, and some just run without a permit,&#8221; he said.<\/p>\n<p>Early adopter supports more regulation<\/p>\n<p class=\"paragraph_paragraph___QITb\">Adrian Portelli, also known as &#8220;Lambo Guy&#8221; for his love of Italian sports cars, says he was the first to use the model with his company, LMCT+, which has been running as a rewards club for almost 10 years.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The company says it has given away tens of millions of dollars in prizes.<\/p>\n<p><img decoding=\"async\" alt=\"A man in front of a blue background holding a large amount of $100 bills on his shoulder.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/f2ea5274cb8aa9804b07c44ed090d3de.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Adrian Portelli&#8217;s company was the first to use the model, and has been running for almost 10 years. (Supplied: LMCT+)<\/p>\n<p class=\"paragraph_paragraph___QITb\">When asked whether the law needed to be changed, he said, &#8220;100 per cent, I&#8217;ve said this from day one, there needs to be stricter laws on this&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Portelli said his company was genuinely trying to give customers good value and discounts exclusive to his club, but said he wants to move away from the rewards club business model.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">On Wednesday, the billionaire opened a petrol station in Melbourne, exclusive to subscribers, selling fuel for $1 per litre. The opening caused traffic chaos, leading to the police being called.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He expressed frustration at competitors trying to imitate his business model and their reckless approach to the law.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;A lot of people are trying to rip off the business and not do the right thing,&#8221; Mr Portelli told ABC News in a phone call.<\/p>\n<p>&#8220;They&#8217;re just f***ing cowboys. They have no perception of the law.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">LMCT+ has an entire team dedicated to making sure the prize draws follow the law, Mr Portelli added.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In March, the <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-03-27\/sa-adrian-portelli-company-fined-tens-of-thousands-of-dollars\/106501592\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106501592\" rel=\"nofollow noopener\" target=\"_blank\">company was found guilty of running an unlawful lottery<\/a> and fined $40,000. If they want to enter, they have to tick a box&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;If someone wants to sign up, 14 or 15 years old, they&#8217;re able to sign up, but they can&#8217;t win,&#8221; Mr Portelli said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He said they were using the platform for its intended purpose, which was for discounts and events.<\/p>\n<p>&#8220;If I told you there wasn&#8217;t anyone under the age of 18, I&#8217;d be lying,&#8221;  Mr Portelli said.Even the Wild West has limits<\/p>\n<p class=\"paragraph_paragraph___QITb\">But even lax trade promotion laws can have an effect. RS Rewards, a club that claims to have given away more than $10 million in prizes, had its <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-04-01\/rs-rewards-giveaway-club-loses-licence\/106510494\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106510494\" rel=\"nofollow noopener\" target=\"_blank\">permit cancelled by the NSW Department of Fair Trading in March<\/a>, finding the company had broken the law 29 times in 2025.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-04-01\/rs-rewards-giveaway-club-loses-licence\/106510494\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">&#8216;Giveaway&#8217; club loses licence after multiple breaches of law<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">One of Australia&#8217;s biggest &#8220;giveaway&#8221; clubs has had its community gaming licence cancelled. (Supplied: RS Rewards)<\/p>\n<p class=\"paragraph_paragraph___QITb\">He is now a prominent spokesperson for the company, featuring in promotional videos, the company&#8217;s website, and drawing the names of winners.<\/p>\n<p class=\"paragraph_paragraph___QITb\">RS Rewards and Fevola did not respond to multiple requests for comment.<\/p>\n<p>Not just a game<\/p>\n<p class=\"paragraph_paragraph___QITb\">Whilst these businesses style themselves as a &#8220;lifestyle&#8221;, their subscribers tell a different story.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The marketing and social media accounts portray the prize draws as a bit of low-stakes fun, but to plenty of customers they&#8217;re anything but.<\/p>\n<p class=\"paragraph_paragraph___QITb\">When Mr Portelli asked LMCT+&#8217;s TikTok followers what they would do with $600,000, one user wrote, &#8220;I would get a powered wheelchair [and] other equipment for my disability&#8217;s [sic] to have a better quality of life&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It was just one of many similar comments on the companies&#8217; social media accounts, hoping for the chance of a financial lifeline from these prizes.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I would pay my medical bills off and buy a house and pay the rest of my debts off,&#8221; another user wrote.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The ABC has reviewed social media comments from users of these platforms, and identified dozens of people who say they are entering the prize draws to pay off medical bills, support themselves or family members with a disability, to pay off debts, or who are homeless.<\/p>\n<p><img decoding=\"async\" alt=\"Several comments on TikTok showing users commenting on the money would improve their lives.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/22c57b4cd5552d4d14dc1e9c412537b3.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">For some users the prizes draws are not just fun and games. (ABC News)<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;They are ultimately going to hurt the consumer,&#8221; Mr Fung said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I just think it&#8217;s wrong. It&#8217;s morally wrong.&#8221;<\/p>\n<p>&#8220;Don&#8217;t like being a member, but always enter into the draws in hopes,&#8221;  another user said.Calls for urgent reform<\/p>\n<p class=\"paragraph_paragraph___QITb\">The lax regulatory environment makes prosecuting dodgy operators difficult.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Whilst there are penalties for running illegal lotteries, regulators can have a hard time proving the business is not honestly conducting a giveaway to promote a product or service, said Emma Tiberi, a lawyer from Born Legal who specialises in trade promotions.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In light of the recent action against LMCT+ and RS Rewards, Ms Tiberi said there may be &#8220;more scrutiny in this space&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Independent senator David Pocock has made strengthening gambling regulation a key issue, arguing the government needs to take a stronger stance on gambling ads and companies skirting the law.<\/p>\n<p><img decoding=\"async\" alt=\"Senator David Pocock speaking at a press conference.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/4783b2c5d3d8cae66324ca6f8bd87f66.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">David Pocock is calling for stronger gambling regulations.
