{"id":633749,"date":"2026-04-27T09:11:17","date_gmt":"2026-04-27T09:11:17","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/633749\/"},"modified":"2026-04-27T09:11:17","modified_gmt":"2026-04-27T09:11:17","slug":"new-laws-could-see-rental-e-scooter-usage-drop-by-50-per-cent-companies-tell-queensland-inquiry","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/633749\/","title":{"rendered":"New laws could see rental e-scooter usage drop by 50 per cent, companies tell Queensland inquiry"},"content":{"rendered":"<p class=\"paragraph_paragraph___QITb\">E-scooter company Neuron is predicting usage in Queensland could plummet by 50 per cent if proposed new licensing requirements become law, saying the changes put their presence in the state &#8220;at risk&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In March, the Queensland Government announced plans for major changes to laws on the use of e-mobility devices like scooters and bikes, including introducing a 10km\/h speed limit on footpaths, a 16-and-over age restriction, and the requirement for riders to have a valid drivers licence.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The proposal came in response to a <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-03-04\/queensland-e-scooter-e-bike-safety-inquiry-report\/106415754\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106415754\" rel=\"nofollow noopener\" target=\"_blank\">parliamentary inquiry aimed at improving safety<\/a> after a series of injuries and deaths, with 12 people dying in e-mobility-related incidents in Queensland in 2025.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Speaking to a parliamentary committee looking into the proposed changes, Neuron&#8217;s general manager, Jayden Bryant, said a significant proportion of those who hire the company&#8217;s scooters are international visitors.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He said verifying their licences would be difficult and slow.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;If I had to upload my personal ID, wait for verification \u2014 whether that takes five minutes or an hour, I don&#8217;t know \u2014 I would stop,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The impact that this will have on the shared services scheme will be massive.<\/p>\n<p>&#8220;I&#8217;m estimating that it will be a 50 per cent drop in our users \u2026 and that, obviously, from a business reality perspective as well, puts it at risk.&#8221;<img decoding=\"async\" alt=\"Five green Lime scooters are parked in a line by a concrete block\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/d0046687ee54cf22e9b2790f618ee726.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">E-scooter rental companies Lime and Neuron said legislative changes could put their presence in Brisbane at risk. (ABC News)<\/p>\n<p class=\"paragraph_paragraph___QITb\">William Peters, the head of Asia-Pacific for one of Neuron&#8217;s chief competitors, Lime, echoed those concerns.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;One in three bike share users in Brisbane are tourists,&#8221; he told the inquiry.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Around half of Chinese adults, for example, do not hold a drivers licence, and around a quarter of adults in England do not either.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;With Brisbane 2032 ahead of us, this is not a small amount of visitors.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">In a joint submission made to the inquiry earlier this month, both Lime and Neuron said the laws, without amendment, &#8220;could see the end of services in all Queensland cities&#8221;.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-04-15\/queensland-proposed-ebike-escooter-laws-concerns-raised\/106564556\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Concerns raised about Qld&#8217;s proposed e-bike laws<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Food delivery giant Uber Eats hits out at the Queensland government&#8217;s push to introduce licensing mandates for e-bike and e-scooter users.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The device hire companies are not the only ones unhappy with the idea of requiring licences to ride.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Disability advocates have told the inquiry a lot of people have come to rely on e-scooters, bikes and trikes precisely because they are unable to drive a car.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Michelle Moss from the Queenslanders with Disability Network told the committee there was no requirement to get a bicycle licence, and no reason to treat e-mobility devices limited to 25km\/h differently.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Medical fitness to drive a motor vehicle is not the same as the functional capacity to safely use a low-speed e-bike, e-scooter or e-trike,&#8221; she said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Should licensing be kept within legislation, we say that consideration should be given to an exemption process for people with a disability.&#8221;<\/p>\n<p>Speed limits &#8216;will have the opposite effect&#8217;<\/p>\n<p class=\"paragraph_paragraph___QITb\">The hearing also heard from transport academics, who said the imposition of a 10km\/h speed limit on footpaths would result in more e-bike and bicycle users being killed or seriously injured.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Kelly Bertolaccini, a lecturer in transport engineering at Griffith University, said the limits would force more people to ride on the roads alongside fast moving motor vehicles.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We know once those speed limits get above 30km\/h, the rates of fatality when you get hit are really high,&#8221; Dr Bertolaccini said.<\/p>\n<p>&#8220;I&#8217;m really worried that this will force more cyclists onto the road, or to just stop altogether, and actually lead to more critical crashes.&#8221;<img decoding=\"async\" alt=\"An action shot of an e-bike rider performing a wheelie\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/1777281076_264_20dad4de8349c1cfd442221b8e403980.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Experts have urged the government to focus on illegal e-bikes rather than compliant e-mobility devices. (ABC News)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Professor Narelle Haworth, from the MAIC-QUT Road Safety Research Collaboration, told the committee bicycles were much easier to control at speeds of more than 10km\/h because of the gyroscopic forces they generate.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Above 10-12 kilometres per hour \u2026 a bicycle will maintain its stability.
