Today, we\u2019re getting into how changes to federal worker programs could impact retirement plans. <\/p>\n<p>A pension shakeup is brewing  <\/p>\n<p class=\"c-article-body__text text-pr-5\">You may not spend a lot of time thinking about what your retirement income will look like day-to-day. Until something shifts, and suddenly, it matters a lot. That\u2019s what\u2019s happening right now for some federal public servants.<\/p>\n<p class=\"c-article-body__text text-pr-5\">This week, I reported that <a href=\"https:\/\/www.theglobeandmail.com\/investing\/personal-finance\/retirement\/article-federal-pensions-contributions-public-sector-union-accounting\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/personal-finance\/retirement\/article-federal-pensions-contributions-public-sector-union-accounting\/\">Ottawa is in talks with unions<\/a> about changing how federal public-service pensions will work going forward. Unions are warning the changes could mean lower benefits down the line.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Here\u2019s the backstory for the uninitiated: Federal workers build retirement income from two main pieces, the Canada Pension Plan (or Quebec Pension Plan) and their public-sector pension. Together, those are designed to add up to 2 per cent of a worker\u2019s average salary for every year of service.<\/p>\n<p class=\"c-article-body__text text-pr-5\">There\u2019s a wrinkle, though. Between 2019 and 2025, the government expanded CPP benefits but didn\u2019t adjust public-sector pensions to match. The result is workers have been contributing more than needed to their workplace plans and, in return, earning slightly richer benefits. The government has been matching those higher contributions \u2014 costs funded by taxpayers.<\/p>\n<p class=\"c-article-body__text text-pr-5\">A report from the Parliamentary Budget Officer estimates the extra contributions to federal pensions from public servants and the government amount to about $2-billion.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Now, the government is looking at ways to bring things back in line with that 2-per-cent target and has presented options to unions on how to get there.<\/p>\n<p class=\"c-article-body__text text-pr-5\">All of this is happening at the same time as a broader push to shrink the public service, with plans to cut tens of thousands of jobs and offer early retirement incentives. <\/p>\n<p class=\"c-article-body__text text-pr-5\">For example, public servants will have until July 24 to apply for an early retirement incentive from the federal government. One report said 3,700 federal workers have already applied for the program.<\/p>\n<p class=\"c-article-body__text text-pr-5\">It raises a bigger question: how many federal employees are rethinking their retirement plans because of all this?<\/p>\n<p class=\"c-article-body__text text-pr-5\">If you\u2019re a public servant and this is affecting your decisions, whether you\u2019re considering early retirement or changing your timeline, I\u2019d love to hear from you. A typical savings target is now around 6.4 times final pay, down from about 7.2 times in 2020.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Yes, but: That doesn\u2019t mean retirement is getting cheaper overall. Savings targets can swing widely depending on interest rates and how long you expect to be retired, so relying on a single rule of thumb can still leave you short.<\/p>\n<p>The Retirement Receipt  <\/p>\n<p class=\"c-article-body__text text-pr-5\">This week, I co-hosted Stress Test (The Globe\u2019s personal finance podcast for Gen Z and millennials) and we took on one of the biggest (and most anxiety-inducing) questions out there: <a href=\"https:\/\/www.theglobeandmail.com\/investing\/personal-finance\/article-no-you-dont-need-17-million-to-retire\/\" rel=\"nofollow noopener\" target=\"_blank\">how much do you actually need to retire?<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">You may have seen that <a href=\"https:\/\/www.theglobeandmail.com\/investing\/personal-finance\/article-is-the-17-million-retirement-savings-target-a-meaningless-number\/\" rel=\"nofollow noopener\" target=\"_blank\">$1.7-million number<\/a> floating around from a recent big bank survey. It\u2019s large, it\u2019s intimidating, and honestly, it can make it feel like you\u2019re already behind. In Australia, policymakers let eligible home sellers reinvest proceeds into tax-advantaged retirement savings, raising the question of whether Canada should follow suit.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u2b07\ufe0f <a href=\"https:\/\/www.theglobeandmail.com\/investing\/personal-finance\/article-what-is-the-right-age-to-downsize-your-home-its-all-about-timing\/\" rel=\"nofollow noopener\" target=\"_blank\">Speaking of downsizing: waiting too long can backfire.<\/a> While most older Canadians say they want to stay in their homes, those who delay the decision often end up being forced to move later due to health or life changes, sometimes leaving the choice to \u201cyour doctor, your lawyer or your kids,\u201d as one adviser put it.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\ud83e\uddd7 <a href=\"https:\/\/www.canadianmortgagetrends.com\/2026\/04\/mortgage-debt-rising-fastest-among-canadians-nearing-retirement-data-show\/\" rel=\"nofollow noopener\" target=\"_blank\">Mortgage debt is climbing among Canadians nearing retirement.<\/a> In 2025, those aged 55 to 64 saw balances rise about 6 per cent year-over-year, as many tap home equity to help kids buy homes or manage rising costs, pushing <a href=\"https:\/\/www.theglobeandmail.com\/investing\/personal-finance\/article-a-growing-number-of-retirees-have-mortgages-and-theyre-turning-to\/\" rel=\"nofollow noopener\" target=\"_blank\">more debt into retirement.<\/a><\/p>\n<p>Try This <\/p>\n<p class=\"c-article-body__text text-pr-5\">\ud83d\udcc9 <a href=\"https:\/\/www.theglobeandmail.com\/investing\/article-what-stocks-should-you-stick-with-when-markets-get-choppy\/\" rel=\"nofollow noopener\" target=\"_blank\">In choppy markets, the focus shifts to what\u2019s \u201cbuilt to last.\u201d<\/a> That means companies with steady revenue growth, expanding margins, and a clear competitive edge (basically the kind that can take a hit and keep going).
