(ABC News: Lillyrose WelWel)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">While most of the details in the agreement are not yet public, Australia has labelled it &#8220;transformational&#8221;, and Mr Marles said it reflected the two nations had a &#8220;shared destiny&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;What this agreement really does is, for the first time, acknowledge what has always been the truth, and that is that as two nations, we are family, and that our future is very much bound together,&#8221; Mr Marles said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Prime Minister of Vanuatu Jotham Napat declared the deal a &#8220;win-win&#8221; for both countries.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The agreement that has entered today will transpire into a lot of great benefits between the two countries, whether it be the security agreement, economic transformation, with some specific focus on the mobile labour mobility and financial support,&#8221; Mr Napat told journalists in Tanna.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-08-12\/australia-and-vanuatu-close-to-signing-nakamal-agreement\/105640026\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Half-a-billion-dollar pact between Australian and Vanuatu close to being signed<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The Nakamal Agreement will cover infrastructure, climate change resilience and economic development but questions remain about what security and travel arrangements will be agreed to.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Under the agreement, Australia is expected to funnel funding into<a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-08-12\/australia-and-vanuatu-close-to-signing-nakamal-agreement\/105640026\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105640026\" rel=\"nofollow noopener\" target=\"_blank\"> a host of areas<\/a>, including climate resilience, key infrastructure, security support, labour mobility and budget support.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">There were some last-minute negotiations to secure an in-principle agreement ahead of the ministers&#8217; arrival, with officials from Vanuatu telling the ABC that both sides had to make some late concessions in order to secure the pact.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Marles would not be drawn on exactly what financial commitments Australia had made, but said the Nakamal Agreement &#8220;acknowledges our shared economic connection&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He added it &#8220;makes clear that it is core business for Australia to be engaged in the human development of Vanuatu&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It is also not clear if the arrangement will make it easier for Ni-Vanuatu to travel to Australia.<\/p>\n<p>Visa-free travel still unclear\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Ahead of the agreement, Mr Napat declared he would not sign unless Australia agreed to introduce &#8220;visa-free&#8221; travel for his country&#8217;s citizens, an arrangement which Australia has never introduced for any Pacific island nations.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">When asked whether Australia had offered any concessions on this front, Mr Napat said there would be an &#8220;agenda item&#8221; on visa-free travel in the Nakamal Agreement, but also suggested the subject was still being discussed \u2014 saying Australia &#8220;would get back to us on that&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">While Australia has not outlined its position publicly, the ABC has been told that while a &#8220;visa free&#8221; arrangement was not on the table, the government was willing to discuss liberalising broader travel requirements for citizens of Vanuatu.<\/p>\n<p><img decoding=\"async\" alt=\"Men greet each other while smiling and shaking hands\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/08\/47194d30e4fff34abcd91f0e783a367a\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Richard Marles met locals after a ceremonial event in Vanuatu on Wednesday. rights over security partnerships with outside countries under the Nakamal Agreement, as both Nauru and Tuvalu have done in their strategic pacts with Canberra.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But federal government officials nonetheless hope the substantial commitments on security within the pact will help enshrine Australia&#8217;s position as Vanuatu&#8217;s top security partner.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Dr Cain suggested the Nakamal Agreement would likely have greater staying power than the 2022 bilateral security agreement signed by former Prime Minister Ishmael Kalsakau, which first stalled in parliament before<a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2023-05-05\/fears-domestic-vanuatu-politics-foil-security-pact-australia\/102304874\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/102304874\" rel=\"nofollow noopener\" target=\"_blank\"> being effectively dumped<\/a> by Mr Napat.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The process is the main difference \u2014 this has been signed off by both the National Security Council and the Council of Ministers, which did not happen in 2022,&#8221;
