Two years later, FBT will be reapplied minus a 25 per cent discount.

When Labor won the 2022 election it soon delivered on a promise to exempt the fringe benefits tax as a way to incentivise EV uptake. (ABC News: Callum Flinn)

EV sales go up

One of the stated policy goals at the time it was introduced was to accelerate the flow of EVs into the second-hand car market.

That’s because novated leases tend to last for between two to five years. Once they end, many of the vehicles are onsold.

The underlying logic was that while the FBT exemption would be taken up mostly by people on higher incomes, when they rolled those cars into the second-hand market it would be to the benefit of lower-income households.

Which is what now appears to be happening, just as demand for EVs accelerates because of the war in the Persian Gulf.

Second-hand EV sales leapt by 138 per cent between February and March to 7557, according to data from the Australian Automotive Dealer Association.

The biggest selling second-hand vehicles in April were Tesla Model 3s and Model Ys, which were the most popular cars when the FBT exemption first set off a wave of new buyers in 2023 and 2024.

The data supports the notion that those same cars are now hitting the second-hand market, as intended, where they’re selling for between $25,000 and $40,000. Other models are cheaper still, particularly when factoring in the lower operating costs of EVs.

EV tax discount removed two days’ worth of carbon emissions

Two days’ worth of carbon emissions were removed thanks to the $2 billion electric vehicle tax discount. But its supporters say that put 64,000 more EVs on the road, jump-starting the struggling industry.

Despite driving more cars into the second-hand market, the FBT exemption still triggers outrage from some commentators and politicians.

According to the Nationals leader Matt Canavan the policy is a “completely failed scheme”, a statement that overlooks the fact buyers have adopted it with far greater vigour than was anticipated a few years ago.

The government regards that as a success.

Canavan again: “Providing an electric vehicle subsidy through the tax system has meant that the only people who benefit are those that are on the top tax bracket.

“And it shows the priorities of the modern Labor party, that they’re forgetting the workers.

“This is not just middle class welfare, this is upper class welfare.”

Canavan’s criticism no doubt tickles rusted-on EV haters, but its logic rests on a misconception.

For one thing, there’s an erroneous notion that the FBT exemption “costs” the budget a huge sum of money.

Treasury estimates the revenue foregone from the FBT exemption will be about $1.4 billion in 2025-26, a figure that will rise to $2.8 billion in 2028-29.

But removing the FBT exemption does not mean the budget would suddenly be flush with those dollars.

That’s because the exemption is one of the primary reasons people take out a novated lease to buy an EV.

If it didn’t exist, many would either opt to buy an EV outright, without a lease, or they wouldn’t buy one at all.

In other words, tax collected from a reintroduced FBT would likely be less than the exemption is currently “worth”.

Any politician promising to “bank” all of the purported lost tax in their budget accounting is fudging the books.

Treasury recognises this reality by categorising its confidence in the estimate of dollars foregone as “medium to low”.

Loading Climate wars won via incentives

People who choose EVs do so for two primary reasons, according to a Redbridge poll (of 2,269 people who have a novated lease) that was taken in March and April on behalf of the National Automotive Leasing and Salary Packaging Association.

Number one, among the top three reasons nominated for buying an EV — at 65 per cent of those surveyed — was “saving money”.

Next — at 57 per cent — was “qualifying for the FBT discount”.

There’s then a gap to the next reason, with 39 per cent “reducing dependence on petrol and diesel”.

“Doing something for the environment” or “lowering carbon emissions” was 20 per cent and 29 per cent respectively.

Cost and the FBT exemption are the main catalysts, a finding that suggest the “climate wars” are being won quietly on incentives and technology rather than reactionary zealotry.

ABC Politics in your inbox

Sign up to the ABC Politics newsletter with Courtney Gould

If the benefits that underlie decarbonisation are better for consumers — cheaper, more reliable and less vulnerable to the consequences of military overreach by a distant ally — they’ll embrace it.

Furthermore, interest in EVs appears to have become decoupled from political leanings, the Redbridge polling suggests, with significant implications for right-leaning parties.

It shows, unsurprisingly, some 96 per cent of Greens voters say they are “very/somewhat likely” to make their next vehicle an EV, followed by 92 per cent of Labor voters.

More notable is that Coalition voters are close behind, with 87 per cent mulling an EV.

And most surprising of all? Nearly three in four (72 per cent) of One Nation voters are eager to buy one.

The war in the gulf has demonstrated how reliance on fossil fuels can hurt lower income households the most.

Often in commuter suburbs where public transport options are poor, those same families are now seeking an alternative.

Many are conservative voters. Which risks making the Coalition’s ongoing attempt to kill the FBT exemption look out of touch.

Jacob Greber is political editor of ABC’s 7.30 program.

Various echo chambers have been chuntering for some time about a generous federal tax discount for electric vehicle…

[5
64,63,99,12683,7569,318283,318282,318284,4961,187137
post-658501","post","type-post","status-publish","format-standard","has-post-thumbnail","category-business","tag-au","tag-australia","tag-business","tag-electric-vehicle","tag-evs","tag-fbt-exemption","tag-middle-class-welfare","tag-second-hand-car-sales","tag-tax","tag-tax-break
["GET
