Workers at the troubled Vulcan coal mine in Central Queensland are owed more than $16 million in entitlements, according to a winding up application in the Federal Court.\u00a0<\/p>\n

The mine’s owner, the Brisbane-based Vitrinite group of companies, went into voluntary administration on February 22 this year with debts of more than $400 million.\u00a0<\/p>\n

The mine, about 200 km south-west of Mackay, employed 348 people when it ceased operation, according to the report by administrator Cor Cordis.<\/p>\n

A “circular to creditors” released in March said the “majority” of employees were stood down from January when the mine came to an “effective standstill.”<\/p>\n

Scale of debt revealed<\/p>\n

Receivership was initiated by Singaporean commodities trader Trafigura, which Federal Court documents dated March 17 show is owed $177.3 million.<\/p>\n

There are $265.9 million in unsecured claims.<\/p>\n

The creditors’ report focuses on Vulcan Mine Management and Holston, two Vitrinite-associated, which collectively managed the mine and ran coal haulage operations.<\/p>\n

The report estimated the two companies were “likely insolvent” from September 30, 2025, but entered “safe harbour” provisions under the Corporations Act five days later.<\/p>\n

‘Fundamental cause’ of collapse uncovered<\/p>\n

Administrator Cor Cordis described a mismatch between the company’s reliance on “volatile coal prices” and high operating costs as the “fundamental cause” of financial difficulties.<\/p>\n

It found the mine was also too reliant on “uninterrupted production volumes”, which were compromised by the later-than-expected introduction of highwall mining at the site.<\/p>\n

Coal is Australia’s second-most valuable export and, according to 2025 numbers from the Department of Foreign Affairs and Trade.<\/p>\n

Prices for metallurgical coal peaked soon after the Vulcan mine began commercial mining, topping $US439 a tonne on the global market in September 2022.<\/p>\n

The mine was originally expected to operate for 20 years, but the creditor’s report found cashflow issues began during a slower-than-expected approval of a mine extension known as ‘Vulcan South’ in late 2024.<\/p>\n

However, it said the pivotal point came when the mine transitioned to an owner-operator model in June 2024, after which metallurgical coal prices dropped significantly.<\/p>\n

The Vulcan Mine Management directors also highlighted to the administrators a failure to buy a nearby coal project, which could have created “meaningful economies of scale”.<\/p>\n

However, the administrators concluded “underlying financial pressures” preceded the group being put into administration.<\/p>\n

Sold on<\/p>\n

Receiver KordaMentha was yet to confirm the number of shortlisted companies to purchase the group of companies, but said final bids were expected by May 26.<\/p>\n

The administrator said selling the companies could produce a “potential upside” for creditors.<\/p>\n

Isaac Regional Council Mayor Kelly Vea Vea said she was “reasonably confident” the council would be repaid $2.2 million owed in coal-haulage fees.<\/p>\n

“We watched that debt systematically climb over a period of time, we did that with all information in front of us and we did that in close consultation with the company,” Cr Vea Vea said.<\/p>\n

“Shutting down haulage earlier would have essentially shut down that mine quite early.”<\/p>\n
