This has given fresh impetus to calls for the energy secretary, Ed Miliband, to change course. The cabinet minister is vulnerable because he promised cheaper bills if Britain embraced his clean, green power plan.<\/p>\n<p class=\"dcr-130mj7b\">Critics, including Labour\u2019s former prime minister <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/may\/28\/tony-blair-fossil-fuel-advice-bizarre-energy-climate-crises-experts-say\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Sir Tony Blair<\/a>, are circling. Yet Mr Miliband ought to ignore the naysayers. Until global carbon emissions, including Britain\u2019s, are reduced to net zero, the planet will continue to fry and <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c62rrj66p3eo\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">temperature records<\/a> will continue to be broken.<\/p>\n<p class=\"dcr-130mj7b\">But what happens when Mr Miliband\u2019s clean power system is not yet in place, while the fossil fuel system is being run down in a crisis? That is the question a new paper for the <a href=\"https:\/\/www.common-wealth.org\/publications\/from-price-taker-to-price-setter-a-time-critical-plan-for-uk-energy-prices-and-security\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Common Wealth thinktank<\/a> seeks to answer. The economist Patricia\u00a0Pino takes the lessons of the 2022 price shock and applies them today.\u00a0Britain\u00a0had bet after that crisis that liquefied natural gas (LNG) supplies would be plentiful and could\u00a0replace supplies lost when Russian pipeline gas to Europe was cut off. But the war in the Middle\u00a0East has reduced the flow of LNG through the <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/may\/01\/lng-liquefied-natural-gas-imo-talks-shipping\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">strait\u00a0of\u00a0Hormuz<\/a>.<\/p>\n<p>Ed Miliband. Photograph: Anadolu\/Getty Images<\/p>\n<p class=\"dcr-130mj7b\">When domestic production, pipeline imports and storage withdrawals are not enough in the UK, the price of gas is set by scarcer and therefore more expensive LNG. To make matters worse, gas does not just set gas prices. It often <a href=\"https:\/\/www.carbonbrief.org\/qa-why-does-gas-set-the-price-of-electricity-and-is-there-an-alternative\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">sets electricity prices<\/a> too. Ms Pino, a doctoral candidate at University College London, <a href=\"https:\/\/mmtuk.org\/research\/energy-price-policy\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">says that the problem<\/a> is not that gas demand is not falling at all; it is that demand is not <a href=\"https:\/\/www.gov.uk\/government\/statistics\/energy-consumption-in-the-uk-2025\/energy-consumption-in-the-uk-ecuk-2025\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">falling fast enough<\/a> relative to the <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/688a0938a11f85999440922e\/DUKES_2025_Chapter_4.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">decline in domestic production<\/a> and surging <a href=\"https:\/\/www.nationalgas.com\/media\/news\/national-gas-publishes-2025-gas-winter-outlook\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">winter peak requirements<\/a>. It leads to costly LNG setting energy\u00a0prices.<\/p>\n<p class=\"dcr-130mj7b\">To reduce this vulnerability, Ms Pino argues that\u00a0Mr Miliband should intervene directly in the gas and electricity markets now. Her prescription is to retain as much domestic gas as possible for domestic use by making it cheaper than European gas \u2013 and nationalising <a href=\"https:\/\/www.thechemicalengineer.com\/news\/uk-must-prioritise-domestic-gas-production-say-industry-leaders\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Centrica\u2019s Rough gas storage facility<\/a> as a buffer stock that can smooth out peak\u00a0prices.<\/p>\n<p class=\"dcr-130mj7b\">With electricity, the paper envisages the government buying it at a fixed price from clean providers and allocating it to suppliers. The logic is that instead of letting the market produce a household bill crisis and then <a href=\"https:\/\/obr.uk\/box\/the-cost-of-the-governments-energy-support-policies\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">subsidising it to the tune of \u00a323bn<\/a>, the state spends a few billion changing the incentives that made the emergency price apply so widely in the first place.<\/p>\n<p class=\"dcr-130mj7b\">Timing is key. Between April and September this year, the state can still do four things: retain more domestic gas through an export levy; fill a <a href=\"https:\/\/us.boell.org\/sites\/default\/files\/importedFiles\/2024\/06\/25\/policy-paper-buffer-stocks-against-inflation.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">buffer stock<\/a> before winter while demand is lower; <a href=\"https:\/\/mmtuk.org\/static\/content\/images\/research\/20260509-Price-Shaper-Information-Sheet.85238fd7d6be.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">signal import support<\/a> before gas supplies are committed elsewhere; and move part of the electricity system off gas-indexed pricing before wholesale spikes feed into retail bills.<\/p>\n<p class=\"dcr-130mj7b\">None of this is easy; the EU\u2019s feathers will be ruffled by energy taxes. Delay, however, leaves the UK more exposed to conditions it cannot control. Immediate intervention shifts Britain from being braced for impact to actively managing supply, demand and prices. Mr Miliband is right that Britain needs <a href=\"https:\/\/www.gov.uk\/government\/publications\/clean-power-2030-action-plan\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">clean power by 2030<\/a>. But the paper is asking a different question: what can be done before winter this year to stave off a cost of living crisis?
