{"id":723218,"date":"2026-06-08T14:43:18","date_gmt":"2026-06-08T14:43:18","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/723218\/"},"modified":"2026-06-08T14:43:18","modified_gmt":"2026-06-08T14:43:18","slug":"modern-waste-to-energy-plants-claim-to-be-safe-but-these-melbourne-residents-arent-convinced","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/723218\/","title":{"rendered":"Modern waste-to-energy plants claim to be safe but these Melbourne residents aren&#8217;t convinced"},"content":{"rendered":"<p class=\"paragraph_paragraph___QITb\">Just 40 kilometres north-west of Melbourne, residents in Sunbury have finally had enough of being the city&#8217;s dumping ground.<\/p>\n<p class=\"paragraph_paragraph___QITb\">When soil contaminated with traces of PFAS was discovered while digging Melbourne&#8217;s Metro Tunnel it was disposed of here.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Now there are plans for a waste-to-energy (WTE) incinerator that will burn 750,000 tonnes of rubbish a year.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It will operate 24 hours a day, every day, for the next 30 years.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We&#8217;re done with being treated as Melbourne&#8217;s dumping ground,&#8221; said Alison Medforth, addressing a rally against the proposed incinerator last month.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We are done being taken for granted and being ignored.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Last year she became increasingly concerned with plans for an incinerator just three kilometres from her home.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She started a Facebook group that evolved into a fully-fledged campaign, No Sunbury Waste Incinerator.<\/p>\n<p><img decoding=\"async\" alt=\"A woman wearing a yellow shirt and brown jacket.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/06\/867d31c4490b718e2a23c3b27a90b539.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Alison Medforth&#8217;s Facebook group evolved into a fully-fledged campaign.\u00a0 (ABC News: Norman Hermant)<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;This is all about waste management and it is a quick fix to a long-term problem,&#8221; she told 7.30.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It&#8217;s going to have far-reaching consequences, not only for the communities where they&#8217;re located but all of Victoria.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Waste-to-energy, also known as energy-from-waste, is a landfill alternative used around the world.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Proponents bill it as a win-win: a way to divert rubbish from landfill and, at the same time, incinerate it to generate power for the grid.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mark Rodgers, CEO of HiQ, the company behind the planned Sunbury incinerator, told a Victorian parliamentary inquiry last month the proposal is a key part of managing the amount of rubbish heading to landfill.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Our Sunbury site has been in existence for 25 years, operating as a waste precinct,&#8221; Mr Rodgers said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We see the best way for a waste-to-energy incinerator is to assist, to manage the waste issue that we&#8217;re having is part of an integrated precinct. So, they&#8217;re all communities that aren&#8217;t going to necessarily have enough time or energy to fight a proposal like this,&#8221;  Ms Medforth said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;They&#8217;re worried about paying their rent [and] their mortgages. They&#8217;re worried about how they&#8217;re going to keep a roof over their head and afford groceries.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Sometimes they&#8217;re not going to have access and time to fight them as much as other communities might.&#8221;<\/p>\n<p>&#8216;Toxic&#8217; smell of burning plastic<\/p>\n<p class=\"paragraph_paragraph___QITb\">In the suburbs south of Perth, waste-to-energy is already a reality.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Kwinana waste-to-energy incinerator started burning rubbish in September 2024. Not long after, Nelson Bettencourt noticed a change in the air quality in his adjacent suburb of Medina.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;A plastic burning smell started hanging around,&#8221; Mr Bettencourt told 7.30.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;There&#8217;d be times where it just slowly got worse and then people started complaining, and then it&#8217;d be like three or four days in a row of it.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"A man in a brown and blue checked shirt standing at the entrance to a house.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/06\/0817776d6b7abe670400a8d84df81724.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Nelson Bettencourt noticed a change in the air quality in his adjacent suburb of Medina after the Kwinana WTE incinerator started burning rubbish. It told 7.30 it&#8217;s not appropriate to release the report while the plant&#8217;s licence application is still being assessed.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The government also says it is aware of rising odour complaints in Kwinana.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Bettencourt said he&#8217;s concerned enough to consider moving.<\/p>\n<p>&#8220;There&#8217;s no ifs or buts about that, smells toxic,&#8221;  he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I&#8217;m not a scientist \u2026 but to me, if you&#8217;re smelling plastic, burning \u2026 then that&#8217;s got to be going into your lungs for sure. You know what I mean?&#8221;<\/p>\n<p>Questions over safety<\/p>\n<p class=\"paragraph_paragraph___QITb\">The key point of contention over incineration plants is air quality: Are the emissions safe?<\/p>\n<p class=\"paragraph_paragraph___QITb\">The plants are banned in Greater Sydney and <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-01-28\/sydney-landfill-capacity-regional-communities-incinerator-plans\/106250180\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106250180\" rel=\"nofollow noopener\" target=\"_blank\">the plan to place one in the regional centre of Parkes has been met with significant opposition<\/a>.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The waste reduction industry and state environmental protection agencies argue they are safe, and that much of the opposition to WTE incinerations is driven by misinformation.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Modern waste-to-energy facilities are not the incinerators of the past,&#8221; said Gayle Sloan, the CEO of industry peak body WMRR (Waste Management and Resource Recovery Association of Australia) as she addressed a Victorian parliamentary inquiry into WTE incineration last month.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;More than 2,000 facilities operate safely around the world, including in densely populated urban environments.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"Gayle Sloan, CEO of the Waste Management and Resource Recovery Association\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/06\/0ec17deeab629174c4fb4ee77a534e3e.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Gayle Sloan recently addressed a Victorian parliamentary inquiry into waste-to-energy incineration. (ABC News: Claire Moodie)<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Energy-from-waste facilities, as designed under modern standards, are safe for the community, in residential community and agricultural areas,&#8221; Dr Jackie Wright from Environmental Risk Sciences told the inquiry.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Other experts are not as sure.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Dr Peter Tait from the advocacy organisation Public Health Association Australia has co-authored two reports that examined peer-reviewed scientific research on the impact of incinerators.<\/p>\n<p><img decoding=\"async\" alt=\"Man in a grey shirt and black jacket. (ABC News: Ian Cutmore)<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Because some of these impacts take decades to manifest it&#8217;s too early to say whether newer incinerators are more safe than older incinerators with older technology and older regulation,&#8221; he told 7.30.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Dr Tait said he recognised the amount we are dumping into landfill was not sustainable.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The problem with landfill is that we&#8217;re creating mountains of garbage which is having some environmental impact, and we&#8217;re running out of space,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;On the other hand, by burning the garbage we are creating chemical pollutants.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It&#8217;s this difficult question of saying this is absolutely better than the other alternative. It&#8217;s of mixed benefits, and it cuts both ways.&#8221;<\/p>\n<p>Communities hesitant<\/p>\n<p class=\"paragraph_paragraph___QITb\">In Victoria, community perception has not been helped by state Energy Minister Lily D&#8217;Ambrosio who has publicly opposed a WTE incinerator planned next to her electorate.<\/p>\n<p class=\"paragraph_paragraph___QITb\">When asked about a senior cabinet minister opposing a WTE incinerator, Ms Sloan told the Victorian parliamentary inquiry, &#8220;I wouldn&#8217;t pretend it&#8217;s helpful.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms D&#8217;Ambrosio told 7.30 that her opposition did not undermine the credibility of the government&#8217;s overall WTE policy.<\/p>\n<p><img decoding=\"async\" alt=\"Lily D'Ambrosio speaking.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/06\/7779be826475dee32f8cd24d61007118.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Lily D&#8217;Ambrosio has opposed a waste-to-energy plant next to her electorate.
