More than a month has passed since Northern Beaches Hospital moved into full public ownership under NSW Health, ending nearly eight years of private operation. The transition was completed on April 29, 2026.<\/p>\n
In December 2014, the then NSW Government signed a contract with private operator Healthscope to design, build, finance, operate and maintain a new hospital at Frenchs Forest.\u00a0<\/p>\n

The 494-bed hospital opened in 2018, replacing acute services at Manly and Mona Vale hospitals \u2013 a move that drew immediate community opposition over access and bed numbers, and prompted a parliamentary inquiry in 2019. The upper house committee found the Public Private Partnership (PPP) model created inherent tensions between commercial imperatives and public patient care. It also highlighted ongoing issues with the hospital not being integrated into the broader public health network.<\/p>\n
By late 2023 the model wasn\u2019t proving viable for the operator and Healthscope twice wrote to NSW Health requesting to hand back the public portion 14 years early. The request would always come at a financial cost; the request was denied.<\/p>\n
Tensions came to a head in September 2024 when Balgowlah couple Danny and Elouise Massa\u2019s two-year-old son, Joe, attended the emergency department suffering from hypovolemia. The family allege IV fluid resuscitation was denied on three occasions, and that the hospital failed to respond adequately to their concerns. Joe later died after being transferred to Sydney Children\u2019s Hospital at Randwick.<\/p>\n
The fallout was swift. A fresh parliamentary inquiry was announced into the safety and quality of services. The Auditor-General released a damning performance audit concluding the partnership was not delivering integrated health services and was at risk of failure. A packed community forum at Dee Why RSL kept the pressure on the government.<\/p>\n

Healthscope\u2019s parent entities entered receivership in May 2025, and in October the Premier announced a deal to acquire the hospital for $190 million. <\/p>\n
Premier Chris Minns introduced legislation banning all future public-private partnerships at acute hospitals, known as \u201cJoe\u2019s Law\u201d. More than 1,800 staff, including nurses, midwives, doctors, allied health professionals and support staff, have joined NSW Health as part of the transition, with a private operator expected to take over the private component of the facility in June 2027.<\/p>\n
