(Supplied)<\/p>\n<p class=\"paragraph_paragraph___QITb\">However, the issue has come to the fore after new modelling from the Clean Energy Council showed the policy would negatively impact confidence in renewables at a time when the state needed to be attracting investment.\u00a0\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Clean Energy Council (CEC) chief executive Jackie Trad said the proposed policy would limit renewable developments across most of the state.<\/p>\n<p>&#8220;This is a real knock to the industry and it will have repercussions for reliability for Victorians in the future,&#8221;  she said.<img decoding=\"async\" alt=\"A map showing renewable energy zone modelling\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/06\/db9e4edbb48a64551f89d902bcc420c4.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The CEC analysis indicates the proposed policy would make 70 per cent of land in Victoria unviable for renewable energy projects. (Supplied: Clean Energy Council)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The CEC analysis shows the two-kilometre buffer zone would significantly decrease the amount of available land for renewable energy projects, risking tens of thousands of jobs.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We&#8217;re talking about 26,000 workers&#8217; jobs that could be at stake here,&#8221; Ms Trad said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It means billions of dollars in wages flowing to Victorian communities and \u2026 more than $19 million in payments to regional councils.&#8221;<\/p>\n<p>Protecting the rights of landholders<\/p>\n<p class=\"paragraph_paragraph___QITb\">The two-kilometre buffer zone was first introduced under the Coalition in 2014 by then-premier Ted Bailieu, as the state considered the rollout of onshore wind.<\/p>\n<p class=\"paragraph_paragraph___QITb\">At the time, the Coalition government was accused of holding back the renewables industry, with environment group Friends of the Earth estimating the decision cost about $887 million in lost investment.<\/p>\n<p><img decoding=\"async\" alt=\"A grey-haired politician in his office.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/06\/c73cda80176f27e6f2fb543cf1071ad7.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">David Davis says the Coalition&#8217;s policy strikes the right balance. (Supplied: Tilt Resources)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Victorian Coalition is proposing to extend that to a baseline of two kilometres for all renewables projects.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Elsewhere in Queensland, New South Wales and South Australia, the distance can be between one kilometre and 2.2 kilometres.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;That will be a buffer zone that&#8217;s rebuttable by the proponents or the community and that will allow an appropriate alternate distance in specific circumstances,&#8221; Mr Davis said.<\/p>\n<p>&#8220;We see low emission technologies as important across the state, but we do need to balance that with the communities having a say and communities having appropriate protections.&#8221;Changes could scare investors<\/p>\n<p class=\"paragraph_paragraph___QITb\">Renewable energy experts have mixed views on what the Coalition&#8217;s proposal would mean for Victoria&#8217;s energy transition.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Victoria Energy Policy Centre director Professor Bruce Mountain said he did not believe the policy would compromise the state&#8217;s renewable energy rollout.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Instead, Professor Mountain said it could give affected landowners more leverage in negotiations with wind developers and allow them to potentially ask for more financial compensation.<\/p>\n<p><img decoding=\"async\" alt=\"A man wearing a jacket and formal shirt looks to the side of frame.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/06\/bb50b1ea411f8a9b82c8e8adbe3038a5.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Bruce Mountain says the Victorian Coalition&#8217;s proposed policy could lead to proponents handing over more money to landowners. (ABC News: Peter Garnish)<\/p>\n<p>&#8220;It may well not necessarily affect the planning, operation and future development of wind farms,&#8221;  he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He said the proposal was in line with other states&#8217; buffer zones and also noted the CEC&#8217;s analysis could not distinguish whether every building was a dwelling or a non-residential structure.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I doubt the picture is as black and white as the Clean Energy Council paint it,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Professor Mountain said he was in favour of rooftop solar, allowing energy generation closer to the point of use in metropolitan areas, instead of development in regional areas, which required transmission infrastructure.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We&#8217;re lagging way behind on the expansion of [rooftop solar] in Australia,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Coalition <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-05-07\/victoria-election-coalition-vows-to-pause-transmission-projects\/106651434\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106651434\" rel=\"nofollow noopener\" target=\"_blank\">proposed to increase rooftop solar uptake<\/a> in the cities as part of its policy offering.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Grattan Institute energy and climate change senior fellow Tony Wood said changes to rules and policy frustrated renewable energy developers, and uncertainty ahead of an election could prompt them to hit pause until after the new government was announced.<\/p>\n<p>&#8220;It&#8217;s obviously possible that could become a deterrent to build a wind farm,&#8221;  Mr Wood said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It doesn&#8217;t necessarily mean that [developers] don&#8217;t go ahead, but it creates an extra risk, and investors don&#8217;t like risk.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"A senior man with white hair in a blue checked shirt stares to the right of the camera.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/06\/ee6c3fdd59af84f6af153336fc7d3bde.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Tony Wood says policy uncertainty could deter investors from Victoria.
