Technical talks between lower-ranked officials \u200bwill continue for the rest of the week, according to the statement, with fighting between Israel and Iran-backed <a href=\"https:\/\/www.theguardian.com\/world\/hezbollah\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Hezbollah<\/a> in Lebanon at the top of the agenda.<\/p>\n<p class=\"dcr-130mj7b\">\u201cPakistani and Qatari mediation has delivered major progress to end <a href=\"https:\/\/www.theguardian.com\/world\/lebanon\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Lebanon<\/a> war,\u201d said Abbas Araghchi, the Iranian foreign minister, after talks broke up just after 3am local time (1am GMT).<\/p>\n<p>US vice-president JD Vance next to Pakistan\u2019s prime minister Shehbaz Sharif and Qatar\u2019s prime minister\u00a0and minister for foreign affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani  at the start of a quadrilateral meeting between the US, Iran, Pakistan, and Qatar at the Lake Lucerne Summit, on Sunday.  Photograph: Getty Images<\/p>\n<p class=\"dcr-130mj7b\">The joint statement said the US and <a href=\"https:\/\/www.theguardian.com\/world\/iran\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Iran<\/a> agreed to establish a \u201ccommunication line\u201d to avoid incidents in the strait of Hormuz, and to set up a \u201cdeconfliction cell\u201d with Lebanon\u2019s government to ensure the \u201cadherence of the termination of military operations in Lebanon\u201d.<\/p>\n<p class=\"dcr-130mj7b\">In a development that is critical to unlocking progress, the US Treasury was also preparing to issue a 60-day waiver lifting sanctions on oil, petrochemicals and derivatives. <a href=\"https:\/\/www.theguardian.com\/world\/iran\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Iran<\/a> said this meant its central bank would be able to sell oil to customers, principally China, and receive payments without the threat of sanctions.<\/p>\n<p class=\"dcr-130mj7b\">Qatar and Iran also signed a memorandum about the release of Iranian assets frozen in Qatar bank accounts due to US secondary sanctions. The Japan\u2019s Nikkei rose 1.8% this morning, while South Korea\u2019s Kospi climbed 0.6% and the MSCI\u2019s broadest index of Asia-Pacific shares outside Japan gained 0.8%. Chinese blue chips stocks rose 1.6%.<\/p>\n<p class=\"dcr-130mj7b\">Ipek Ozkardeskaya, a senior analyst at Swissquote, says it\u2019s a bit of relief after a weekend of uncertainty:<\/p>\n<p>double quotation markThe week starts on a surprisingly positive note despite the uncertainty surrounding the US\/Iran peace talks, which took several twists over the weekend.<\/p>\n<p>On Friday, the talks were postponed (likely due to Israel\u2019s renewed attack on Lebanon).<\/p>\n<p>On Saturday, Iran announced that it would close the strait of Hormuz again.<\/p>\n<p>Yet senior US and Iranian officials still met at Switzerland\u2019s B\u00fcrgenstock resort on Sunday, to kick off the 60-day negotiation period.<\/p>\n<p>They said the talks went well. Meanwhile, US President Trump continued to post threats on social media.
