TOKYO (Kyodo) — The Japanese government said Wednesday it will target 370 trillion yen ($2.3 trillion) in combined public and private investment by fiscal 2040, with a clear emphasis on semiconductors as part of Prime Minister Sanae Takaichi’s strategy to spur growth and protect national security.<\/p>\n

The sweeping long-term strategy covers 17 sectors deemed critical to economic security, including artificial intelligence, quantum technology, energy, medicine and entertainment, and is intended to help private-sector firms plan investments by providing a government benchmark.<\/p>\n

The draft plan still lacks details on the extent of government spending, as Takaichi’s commitment to “responsible and proactive fiscal spending” has raised concerns about Japan’s fiscal position, which is already the worst among advanced economies.<\/p>\n

Of the total investment target, 68 trillion yen will go to semiconductors, according to the plan presented Wednesday at a joint meeting of the Council for Japan’s Growth Strategy and the Council on Economic and Fiscal Policy.<\/p>\n

The new growth strategy, to be finalized soon, will include an investment plan covering 62 designated products and technologies across the 17 sectors.<\/p>\n

Some 10.5 trillion yen is expected to be invested in physical AI, technology that enables robots and other devices to operate autonomously, while 8.2 trillion yen is earmarked for self-driving technology.<\/p>\n

By fiscal 2035, 32.7 trillion yen is projected to be invested in data centers and storage batteries.<\/p>\n

The content sector is another major focus for investment, with around 30 trillion yen projected. Some 24.5 trillion yen will go to games by fiscal 2033, while investment in anime, manga, music and films is projected to range from 1.3 trillion yen to 3.3 trillion yen.<\/p>\n

Among other areas, 20.8 trillion yen is expected for biopharmaceuticals and regenerative medicine and 3 trillion yen for nuclear fusion technology.<\/p>\n

The government said it based the investment estimates on the current and projected market size and competitiveness of each sector after consulting academics, think tanks, private companies and industry groups.<\/p>\n

While the government has not disclosed the overall projected economic impact of the investment plan, it estimates that investment in AI will generate 443 trillion yen in economic impact, while investment in data centers will generate 107 trillion yen.<\/p>\n

Based on its ambitious public-private investment and growth strategy, the government expects Japan’s inflation-adjusted gross domestic product to grow by nearly 2 percent by fiscal 2040.<\/p>\n
