Fifa has hit back at Uefa in the war of words over the lifting<\/a> of the USA striker Folarin Balogun\u2019s suspension by accusing it of hypocrisy in its condemnation of the decision<\/a>.<\/p>\n

In a statement attributed to the chair of Fifa\u2019s disciplinary committee, Mohammad al-Kamali, published before the USA\u2019s last-16 defeat by Belgium<\/a>, Fifa insisted that \u201cthe overturning of red cards is a common disciplinary measure\u201d in Uefa-affiliated leagues, \u201cyet this has never raised concerns about crossing any \u2018red line\u2019\u201d.<\/p>\n

Fifa\u2019s statement defended the controversial decision to lift Balogun\u2019s ban, describing it as \u201ca balanced measure\u201d and \u201cnothing new in the modern game\u201d.<\/p>\n

Uefa accused Fifa in a strongly worded statement on Monday of crossing \u201ca red line\u201d that undermined the integrity of the World Cup<\/a> by permitting Balogun to play against Belgium despite the competition\u2019s rules stating that red cards trigger an automatic one-match suspension.<\/p>\n

Balogun\u2019s 11th-hour reprieve after he was sent off in the USA\u2019s last-32 win over Bosnia and Herzegovina is unprecedented in a World Cup, and followed repeated lobbying of Fifa from Donald Trump<\/a> and other senior White House officials.<\/p>\n

\u201cReviewing the legal consequences of red cards in football is nothing new in the modern game,\u201d Fifa said. \u201cFor instance, in the majority of top-tier leagues belonging to Uefa-affiliated member associations the overturning of red cards is a common disciplinary measure, yet this has never raised concerns about crossing any \u2018red line\u2019.<\/p>\n

\u201cAnd again, it should be emphasised that in the decision under scrutiny, the red card was not overturned. Suspending the effects of a red card based on an explicit provision of the applicable regulations is a much more balanced measure.\u201d<\/p>\n

The statement from al-Kamali did not address Trump\u2019s role, but said the disciplinary committee had acted independently of its executive, which is led by the president, Gianni Infantino.<\/p>\n

Fifa had been silent on the issue since announcing Balogun would be available to face Belgium<\/a> until Trump went public with his involvement, telling a press conference at the Oval Office that he had called Infantino asking for the red card to be reviewed.<\/p>\n

Infantino subsequently issued a statement insisting he was not involved in the decision before Fifa published comments from al-Kamali which attempted to clarify the process.<\/p>\n

\u201cThe Fifa disciplinary committee (as any other Fifa judicial body) is independent as provided by the Fifa statutes and the Fifa disciplinary code,\u201d the statement said. \u201cThe chairpersons, deputy chairpersons and other members of the Fifa judicial bodies fulfil the independence criteria as defined in the Fifa governance regulations to ensure their impartiality.<\/p>\n

\u201cSecondly, the Fifa disciplinary committee did not reverse the referee\u2019s on-field sending-off of Mr Balogun but rather the Fifa disciplinary committee upheld the one-game suspension of Mr Balogun as a result of the red card he was shown on July 1, 2026.<\/p>\n

\u201cArticle 66.4 of the Fifa disciplinary code states that \u2018a sending-off automatically incurs suspension from the subsequent match\u2019. Similarly, Article 10.5 of the regulations for the Fifa World Cup 26 provides that \u2018if a player or team official is sent off as a result of a direct or indirect red card (second caution), they will automatically be suspended from their team\u2019s subsequent match. In addition, further sanctions may be imposed\u2019.<\/p>\n

\u201cConsistent with article 27 of the FDC, the Fifa disciplinary committee decided to suspend for a probationary period of one year the implementation of the automatic match suspension it imposed under Article 66.4 of the Fifa disciplinary code and Article 10.5 of the regulations for the Fifa World Cup 26. Said suspension of the implementation was decided considering all of the specific circumstances surrounding the incident and evidence available.<\/p>\n

\u201cUnder article 27 of the FDC, the Fifa disciplinary committee has the discretion to suspend the implementation of any disciplinary measures so long as they do not relate to match manipulation \u2013 which, of course, did not occur here. It should be added that employment of article 27 of the FDC is not unprecedented, as similar decisions have previously been issued during the Fifa World Cup 2026<\/a> qualifiers.<\/p>\n

\u201cThere are no provisions in the Fifa disciplinary code and the regulations for the Fifa World Cup 26 that prohibit the Fifa disciplinary committee from exercising its discretion under article 27 of the Fifa disciplinary code. The exercise of such discretion is fully consistent with the general guiding principles for the determination of the applicable disciplinary sanction pursuant to article 25 of the Fifa disciplinary code.\u201d<\/p>\n

Infantino had claimed earlier that he was unaware of the disciplinary committee\u2019s decision until after it had been published. \u201cI read the decisions of the Fifa disciplinary code when they are issued,\u201d he said. \u201cSometimes I am surprised by them. Sometimes I agree with them, and sometimes I disagree.\u201d<\/p>\n
