(ABC News: Dane Hirst)<\/p>\n<p class=\"paragraph_paragraph___QITb\">A year earlier Ms Turner had moved into a new house, and as the months raced by, she realised she had not received an electricity bill in a while.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Worried, she began making enquiries.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I got an email probably a couple of weeks later with the bill and about a month to pay it, and it was over $6,000,&#8221; she said.<\/p>\n<p>&#8220;My jaw dropped. (ABC News: Dane Hirst)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Turner is one of thousands of Jacana Energy customers in the Northern Territory caught up in an energy bill bungle that has left people with debts into the thousands and questioning how they will pay them off.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The scale of the situation was revealed last month during NT Budget Estimates, when Jacana, the Territory&#8217;s main energy retailer, conceded that about 5,000 customers had been affected by billing delays.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-06-18\/nt-electricity-jacana-power-and-water-bills-delayed\/106813328\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">NT government reveals scale of smart meter bungle<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The Northern Territory&#8217;s main energy retailer, Jacana, has revealed about 5,000 customers have been caught up in a smart meter bungle leading to long delays in their billing.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Jacana Energy declined an interview request by the ABC, but in a statement a spokesperson said the issue lay with Power and Water Corporation (PWC) \u2014 also owned by the NT government \u2014 and its ability to read electricity meters following the implementation of a new smart meter system.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The introduction of this system affected the flow of meter data and resulted in billing delays for approximately 5,000 Jacana Energy customers,&#8221; the Jacana Energy spokesperson said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">PWC is responsible for maintaining energy infrastructure, distributing electricity and providing meter reading data to energy retailers in the Territory, but has <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2024-02-15\/jacana-power-bills-increase-in-nt-after-smart-meters-installed\/103462334\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/103462334\" rel=\"nofollow noopener\" target=\"_blank\">had issues with its smart meters since their multi-million dollar rollout began<\/a>.<\/p>\n<p><img decoding=\"async\" alt=\"A large shed with the PowerWater logo on the facade.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/07\/872f762c2849ab21fc086aaf92d57a17.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Power and Water Corporation is owned by the NT government. (ABC News: Michael Donnelly)<\/p>\n<p class=\"paragraph_paragraph___QITb\">In recent weeks, the ABC has been inundated with accounts from Jacana Energy customers who have been hit with massive catch-up power bills after months of billing delays.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Some of those customers have also questioned why they have been receiving unexpectedly high bills that show large discrepancies in power use between billing cycles.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The NT government also <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-07-01\/nt-power-water-sewerage-prices-increase-2026-\/106861162\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106861162\" rel=\"nofollow noopener\" target=\"_blank\">raised power prices by 5.3 per cent<\/a> at the beginning of this month, adding to the financial strain.<\/p>\n<p class=\"paragraph_paragraph___QITb\">On Tuesday, Integrity and Ethics Commissioner Peter Shoyer, who <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-11-26\/nt-integrity-and-ethic-commissioner-established-icac-parliament\/106051172\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106051172\" rel=\"nofollow noopener\" target=\"_blank\">took on the role of the NT&#8217;s anti-corruption watchdog and ombudsman<\/a> last year, said his office was aware of the Jacana billing issues and had received a number of complaints.<\/p>\n<p>Huge discrepancies in electricity bills<\/p>\n<p class=\"paragraph_paragraph___QITb\">For the past year-and-a-half, power bills at Katie Streader&#8217;s Darwin home \u2014 where she lives with her partner and two children \u2014 have varied significantly each quarter.<\/p>\n<p><img decoding=\"async\" alt=\"A blonde white woman sitting on a beige couch, with a baby on her lap and a young boy to the right, soft serious expression.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/07\/f4a4d34b3b6215603eff286dbfd8d0df.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Katie Streader has also reported issues with her Jacana Energy bill, noting huge variations in the amount charged. (ABC News: Marcus Kennedy)<\/p>\n<p class=\"paragraph_paragraph___QITb\">After a $346 power bill in early 2025, charges soared to more than $1,400 the following quarter. The bill then fell to $352 in October, before climbing again to $1,166 in January this year and $1,559 in April. The April bill was an estimated read.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The discrepancies have been huge,&#8221; she said.\u00a0<\/p>\n<p>&#8220;It just didn&#8217;t make sense. (ABC News: William Green)<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Jacana said to us &#8216;you can have your [smart] meter checked&#8217; \u2026 but that would be at a cost of $600 if it came back and showed it wasn&#8217;t faulty,&#8221; she said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;You see the email come through and your heart drops a bit and you brace yourself for what you&#8217;re going to open and find.&#8221;<\/p>\n<p>Almost 5,500 cases resolved, PWC says<\/p>\n<p class=\"paragraph_paragraph___QITb\">A PWC spokesperson said it had made changes to its smart meter system and resolved all of the cases identified by Jacana.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In explaining the issue, the spokesperson said some of the bill delays were linked to a technology upgrade completed last year that was a requirement for PWC to meet the National Electricity Rules.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;During that upgrade, some smart meters were not recognised by the new system, so meter data was not automatically sent to retailers for them to issue bills,&#8221; the PWC spokesperson said.<\/p>\n<p><img decoding=\"async\" alt=\"A smart meter \" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/07\/807ce0977cee509443276f634cd3b5e8.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Power and Water Corporation&#8217;s rollout of smart meters in the NT began in 2023. (ABC News: Michael Franchi)<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We have resolved all of the almost 5,500 cases escalated to us by Jacana Energy, representing around 6 per cent of its customers.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We became aware of this after retailers identified some customers had not received bills. Once identified, resolving the issue became an immediate priority.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We introduced a dedicated escalation process for retailers, increased resources, visited individual properties where required, and made changes to the system to ensure all meters are correctly captured.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">PWC did not respond directly to questions about why some people were receiving higher power bills, but said smart meters went through &#8220;extensive testing&#8221; to ensure they accurately recorded electricity use.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2024-03-18\/what-is-smart-meter-can-it-save-me-money\/103559452\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Can smart meters save you money?<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Here&#8217;s how smart meters work.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;If there is a temporary communications issue, the meter continues to record electricity use but cannot send the data,&#8221; the PWC spokesperson said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;When this happens, an estimated reading based on previous usage may be used until communications are restored. Once restored, actual meter data is received and any difference automatically reconciled.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">While PWC says it has worked hard to rectify the issue, families like Ms Turner&#8217;s are still facing months of anxiety.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Turner said she had been able to negotiate a payment plan with Jacana, which she estimates will take another year to pay off.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">But all the while, additional power bills keep rolling in.<\/p>\n<p>&#8220;I feel quite anxious about the total sum and I&#8217;m just constantly thinking how I&#8217;m going to pay it off,&#8221;  she said.<\/p>\n","protected":false},"excerpt":{"rendered":"When Gemma Turner finally received a power bill after waiting almost 12 months, her jaw dropped.
