{"id":791909,"date":"2026-07-10T18:44:09","date_gmt":"2026-07-10T18:44:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/791909\/"},"modified":"2026-07-10T18:44:09","modified_gmt":"2026-07-10T18:44:09","slug":"india-and-australia-are-reshaping-what-it-means-to-be-strategic-partners-the-diplomat","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/791909\/","title":{"rendered":"India and Australia Are Reshaping What It Means To Be Strategic Partners \u2013 The Diplomat"},"content":{"rendered":"<p>Indian Prime Minister Narendra Modi\u2019s <a href=\"https:\/\/www.mea.gov.in\/press-releases?dtl\/41433\/Prime_Minister_meets_with_the_Prime_Minister_of_Australia_at_the_3rd_India__Australia_Annual_Summit_July_09_2026\" rel=\"nofollow noopener\" target=\"_blank\">visit<\/a> to Australia on July 8-10 has cemented the deepening geostrategic relationship between Canberra and New Delhi.<\/p>\n<p>As part of his state visit, Modi was in Melbourne for the third Australia-India Annual Summit, where both sides finalized <a href=\"https:\/\/www.mea.gov.in\/bilateral-documents?dtl\/41431\" rel=\"nofollow noopener\" target=\"_blank\">memoranda of understanding (MoUs) and agreements<\/a> in the fields of maritime security, civil nuclear energy, skill development, emerging technologies, science and technology, and filmmaking.<\/p>\n<p>In addition to a one-on-one discussion with his Australian counterpart, Anthony Albanese, Modi also met with Australia\u2019s <a href=\"https:\/\/www.mea.gov.in\/press-releases?dtl\/41434\/Prime_Minister_meets_with_the_Governor_General_of_Australia\" rel=\"nofollow noopener\" target=\"_blank\">governor-general <\/a>and the <a href=\"https:\/\/www.facebook.com\/PMOIndia\/posts\/pm-narendra-modi-met-mr-angus-taylor-mp-leader-of-the-opposition-of-australia-th\/1487369663426183\/\" rel=\"nofollow noopener\" target=\"_blank\">leader of the opposition<\/a>. He also <a href=\"https:\/\/www.mea.gov.in\/press-releases?dtl\/41424\/Prime_Minister_addresses_AustraliaIndia_CEOs_Forum_and_Economic_Roadmap_Business_event_July_09_2026\" rel=\"nofollow noopener\" target=\"_blank\">addressed <\/a>the Australia-India CEOs Forum, the Economic Roadmap Business event, and a crowd of roughly 30,000 people, including members of the Indian <a href=\"https:\/\/www.mea.gov.in\/press-releases?dtl\/41438\/Prime_Minister_addresses_the_Indian_Diaspora_in_Australia\" rel=\"nofollow noopener\" target=\"_blank\">diaspora<\/a>, at the Marvel Stadium.<\/p>\n<p>One of the key outcomes of the visit was the <a href=\"https:\/\/www.pm.gov.au\/media\/collaborating-india-energy-and-resources\" rel=\"nofollow noopener\" target=\"_blank\">signing<\/a> of the Administrative Arrangement to enable uranium exports to India for peaceful purposes under the 2015 Australia-India Nuclear Cooperation Agreement. Although the agreement has been in place for over a decade now, the export of uranium to India was stalled due to the lack of agreement over reporting-related issues. The signing of this agreement puts in place a framework, which now allows private Australian and Indian companies to conclude the necessary commercial contracts to begin sales. In essence, it facilitates Australian uranium exports to India to help increase its share of non-fossil fuel power capacity and strengthens Australia\u2019s export relationship with India. It is unclear at this point how much uranium Australia would export or when shipments would begin.<\/p>\n<p>Economics alone does not explain Australia\u2019s decision to expedite uranium sales to India. Due to mining restrictions, uranium exports have been a <a href=\"https:\/\/www.aspistrategist.org.au\/does-australia-have-the-will-to-develop-the-next-critical-mineral-at-scale\/\" rel=\"nofollow noopener\" target=\"_blank\">limited<\/a> industry in Australia. Despite Australia\u2019s <a href=\"https:\/\/world-nuclear.org\/information-library\/country-profiles\/countries-a-f\/australia\" rel=\"nofollow noopener\" target=\"_blank\">claim<\/a> to around 28 percent of the world\u2019s uranium resources, its exports are just <a href=\"https:\/\/www.dfat.gov.au\/publications\/international-relations\/asno-annual-report-2021-22\/asno\/section-2-5.html\" rel=\"nofollow noopener\" target=\"_blank\">6.7 percent<\/a> of global uranium requirements.<\/p>\n<p>India already has access to uranium from multiple countries. In <a href=\"https:\/\/economictimes.indiatimes.com\/news\/economy\/foreign-trade\/kazakhstan-to-supply-fresh-uranium-to-india-under-new-deal-to-fuel-nuclear-power-plants\/articleshow\/128728157.cms?from=mdr\" rel=\"nofollow noopener\" target=\"_blank\">February<\/a> this year, Kazatomprom, Kazakhstan\u2019s national operator and the world\u2019s largest uranium producer, signed an agreement with India\u2019s Department of Atomic Energy (DAE) to supply significant quantities of uranium to fuel India\u2019s nuclear power plants. Then in March, Canada\u2019s Cameco entered a long-term <a href=\"https:\/\/www.cameco.com\/media\/news\/cameco-signs-long-term-uranium-supply-agreement-with-india\" rel=\"nofollow noopener\" target=\"_blank\">agreement<\/a> to supply nearly 22 million pounds of uranium ore concentrate to the DAE between 2027 and 2035, with a contract value estimated at about US$1.9 billion.<\/p>\n<p>So, what explains why Australia decided finally to sell uranium to India? History provides some insights here. Back in 2007, Australia decided to sell uranium to <a href=\"https:\/\/www.aljazeera.com\/news\/2007\/1\/5\/australia-to-sell-uranium-to-china\" rel=\"nofollow noopener\" target=\"_blank\">China<\/a> and <a href=\"https:\/\/www.rferl.org\/a\/1078563.html\" rel=\"nofollow noopener\" target=\"_blank\">Russia<\/a> in a bid to improve bilateral ties with these countries. With the ongoing power shifts in the Indo-Pacific, similar considerations possibly shaped Canberra\u2019s decision, as there is greater realization of New Delhi\u2019s value as a stable, reliable partner.<\/p>\n<p>Slow but steady efforts to improve bilateral relations have already contributed to rapprochement between India and Australia, which were once in separate strategic spheres. The decision to export uranium to India carries important symbolic value, which must not be ignored. It removes what was seen as the final hurdle for bilateral ties to evolve into a truly comprehensive strategic partnership.<\/p>\n<p>Back in 2007, former Australian Prime Minister John Howard <a href=\"https:\/\/www.nucnet.org\/news\/howard-announces-plans-to-sell-uranium-to-india\" rel=\"nofollow noopener\" target=\"_blank\">announced<\/a> that Canberra\u2019s decision to export uranium to India would be contingent on the conclusion of a U.S.-India civil nuclear deal, then still under negotiation. The subsequent upswing in U.S.-India ties aided Australian efforts to improve ties with India.<\/p>\n<p>However, India-Australia ties have now developed their independent dynamic, and stable U.S.-India relations are no longer a prerequisite for better Australia-India relations. Former diplomat Peter Varghese <a href=\"https:\/\/www.afr.com\/policy\/foreign-affairs\/in-a-trumpian-world-australia-needs-friends-like-india-20250902-p5mrwl\" rel=\"nofollow noopener\" target=\"_blank\">notes<\/a> that a shifting U.S. commitment to the Indo-Pacific demands \u201cdeeper compensating relationships\u201d in the region, positioning India and Australia as the ideal partners to fill the void. Both New Delhi and Canberra have had to navigate the challenges posed by abrupt shifts in U.S. policy under President Trump\u2019s second administration. Consequently, their intensifying bilateral cooperation as Quad partners reflects a calculated, long-term commitment to bearing greater responsibility for regional stability.<\/p>\n<p>Now more than ever, New Delhi and Canberra\u2019s perceptions about their immediate strategic geography, especially regarding China\u2019s role, are more closely aligned than ever before. Although the summit statement made no mention of the South China Sea, unlike the first annual summit <a href=\"https:\/\/www.pm.gov.au\/media\/joint-statement-1st-australia-india-annual-summit\" rel=\"nofollow noopener\" target=\"_blank\">statement<\/a> in 2023, Beijing figured in the discussions between the two leaders.<\/p>\n<p>In response to a question at the <a href=\"https:\/\/www.mea.gov.in\/media-briefings?dtl\/41439\/Transcript_of_Special_briefing_by_MEA_on_the_Official_Visit_of_Prime_Minister_to_Australia_July_09_2026\" rel=\"nofollow noopener\" target=\"_blank\">special media briefing<\/a> on Modi\u2019s visit to Australia, India\u2019s Foreign Secretary Vikram Misri confirmed that Australia had expressed concern to India over China\u2019s <a href=\"https:\/\/www.npr.org\/2026\/07\/07\/nx-s1-5884537\/china-ballistic-missile-south-pacific\" rel=\"nofollow noopener\" target=\"_blank\">recen<\/a>t intercontinental ballistic missile launch into the South Pacific. Misri emphasized that India and Australia would \u201cintensify cooperation\u201d to guarantee that \u201cpeace, security and stability\u201d are maintained across the Indo-Pacific.<\/p>\n<p>Since India and Australia upgraded ties to a Comprehensive Strategic Partnership in 2020, defense has emerged as the strongest pillar of this relationship. Through regular high-level interactions via the 2+2 Foreign and Defense Ministerial Dialogue, India-Australia Defense Ministers\u2019 Dialogue, and logistical agreements such as the Mutual Logistics Support Arrangement (MLSA) and <a href=\"https:\/\/www.defence.gov.au\/news-events\/releases\/2024-11-21\/milestone-air-interoperability-india\" rel=\"nofollow noopener\" target=\"_blank\">air-to-air refueling arrangement<\/a>, Canberra has achieved a degree of <a href=\"https:\/\/thediplomat.com\/2025\/10\/from-ambition-to-action-rajnath-singhs-visit-deepens-australia-india-ties\/\" rel=\"nofollow noopener\" target=\"_blank\">interoperability <\/a>with New Delhi, which India shares with only a handful of nations. Institutional interoperability will only strengthen with the deployment of an Indian military instructor at the Australian Defense College in 2028-29 and an MoU between the Indian Coast Guard (ICG) and Maritime Border Command (MBC) of Australia, which was announced during this visit. Furthermore, the Joint Declaration on Defense and Security Cooperation (<a href=\"https:\/\/www.pib.gov.in\/PressReleasePage.aspx?PRID=2282685&amp;reg=48&amp;lang=1\" rel=\"nofollow noopener\" target=\"_blank\">JDDSC<\/a>), which renews the 2009 Joint Declaration on Security, reaffirms the commitment from both sides to continue building interoperability between their forces.<\/p>\n<p>Space is another area where India-Australia cooperation is expanding. Canberra is collaborating on India\u2019s landmark Gaganyaan Human Spaceflight Program through essential space-tracking capability from its Cocos (Keeling) Islands. This reflects how bilateral ties are developing into truly multi-domain cooperation.<\/p>\n<p>For observers of India-Australia relations, bilateral convergence over strategic interests was never in question. What was missing was a sense of urgency and a clear view of where the two countries stood in each other\u2019s foreign policy priorities.<\/p>\n<p>Back in <a href=\"https:\/\/www.files.ethz.ch\/isn\/161724\/SI58_India.pdf\" rel=\"nofollow noopener\" target=\"_blank\">2012<\/a>, an Australian commentator observed: \u201cIndia is an important emerging power but not yet an important strategic player.\u201d Today, that assessment seems obsolete. New Delhi is now recognized as a critical strategic player and a cornerstone of regional stability.
