Things like abolishing slavery, universal health care and education, or improving the legal system.

But instead of removing faults, errors, or abuses, the word has been coopted by those pushing their own barrow.

Any change that helps them, even if it costs the nation dearly, is brazenly labelled a reform.

That’s especially the case with tax.

We’re constantly assailed by calls for a more courageous approach when it comes to overhauling the tax system, usually referencing the pioneering approach of the Hawke-Keating era.

Note that many of the proponents of tax perks seem to have forgotten that Paul Keating introduced capital gains tax, fringe benefits tax, and briefly did away with negative gearing.

But since the turn of the century almost every major tax reform proposal, from Ken Henry’s resources rent tax on mining to Julia Gillard’s carbon pricing, either has been squibbed or abolished by later governments.

So, right now, the campaign to jettison the tax reforms on negative gearing and capital gains tax is predictably kicking into gear.

Labor, Greens cut deal on CGT and negative gearing

The Greens pledge their support in exchange for an end to an exemption that allows self-managed super funds to borrow money to invest in residential property, and a delay on the overhaul of the NDIS.

There are doomsday predictions that the housing market is on the brink of collapse and that our major banks, which rely overwhelmingly on selling home loans, will suffer.

What is becoming increasingly lost in all the noise is that Australia’s housing market had already been teetering into the twilight zone, boosted for three decades by a cocktail of tax breaks, ever-declining interest rates and population growth that guaranteed demand always outstripped supply.

Affordability was close to topping out and, unless you were born into a property-owning family, your chances of ever owning real estate were rapidly diminishing.

If ever there was a case for tax reform, it was around property.

Property boom, productivity bust

There’s another P word raising alarm, not just among economists and the business world, but in the political realm.

Treasurer Jim Chalmers even had a roundtable summit last year to try to formulate a plan on how to fix it.

It’s productivity, or rather, the lack thereof.

It’s a problem across the developed world, but we are headed for the Olympic wooden spoon if we maintain our recent lacklustre performance.

As this graph by the Reserve Bank illustrates, our productivity — the blue patch — has been in steady decline for 30 years and has now almost evaporated.

If it wasn’t for population growth, our economy would be in reverse.

Productivity, in blue, has been in steady decline for 30 years and has now almost evaporated. (Supplied: RBA)

Our appalling performance in the productivity stakes is holding back our living standards, your pay cheque, national economic growth, and is firing up our inflation problem.

So something needs to be done. But what?

Given it is difficult to measure, as it’s impacted by a multitude of factors, takes years to identify as a trend, and is little understood even by those who specialise in studying it, finding a solution is no easy task.

Our business leaders point to too much regulation and red tape. They’d also like tax reform which, in their world, is code for paying less tax.

What most people agree upon though is that investment in new machinery, technology and ideas is fundamental to improving productivity.

And that’s where productivity collides with property.

Back where the graph above began, in the 1980s, our banks were falling over each other to hand money out to businesses that were trying to break out of Down Under and go big across the globe.

That all came to a shuddering halt after the 1987 stock market crash.

Peering out from the ashes, they looked around and rediscovered home lending.

OK, it wasn’t as flash as hanging out with high-flying entrepreneurs. But, boy, was it profitable.

What a fall in house prices would mean

After decades of growth, Australian house prices are slowing. Here’s what a fall could look like.

Homeowners, they realised, would do almost anything to avoid default.

And as interest rates began easing in the 1990s and real estate prices gathered pace, the banks discovered a perpetual motion money machine that would have made Charles Ponzi proud.

The more you lent, the more prices rose. The more prices rose, the more you lent and the bigger your profits. It was a great time to be a banker.

Then came the Howard era’s halving of Keating’s capital gains tax and the sails were set for the new millennium property boom.

Why we pay twice

Our obsession with real estate has pushed Australian households into an ever-increasing debt spiral.

Australian productivity performance might lag the rest of the globe, but when it comes to household debt we’re right up there with the best.

Australians now owe their banks more than $2.5 trillion on mortgages secured against their homes and investment properties.

Australia’s property debt is more than four times the size of the economy. We’re not creating new things. We’re not driving productivity.”

Sky didn’t fall with true reform

After interest rates hit rock bottom four years ago, the only way for housing to become more affordable was for prices to drop.

But they kept climbing, even after the RBA embarked upon a punishing round of rate hikes as investors flooded back into the market.

They only let up in recent months when rate hikes were back on the table.

The changes to capital gains tax and negative gearing announced in the May budget are likely to permanently impact the housing market by slowly taking it off the boil and dramatically reducing the impact of investors.

And not for the first time.

Negative gearing, CGT and trusts explained

The government is poised to make changes to negative gearing, the capital gains tax discount and the tax treatment of trusts. So how do they work, and what could changes look like?

Both Glenn Stevens and Ian MacFarlane tried to cool the housing market as RBA governors when they feared a bubble forming.

But it was Wayne Byers at the Australian Prudential Regulatory Authority that put his foot down, surgically removing investors in 2017 with lending restrictions.

It was that episode which provided a blueprint for what is likely to happen next.

In the two years leading up to the pandemic, Australian housing prices dropped 8.2 per cent, with Sydney, the then-runaway leader, having more than 13 per cent sliced from peak values.

The sky didn’t fall in.

Loading

Investors largely exited the market, paving the way for first home buyers to jump.

And jump they did, snapping up houses and units that have since appreciated wildly as investor interest rebounded in the post-pandemic rush.

It’s likely the slowdown in values has much further to run, particularly in smaller capitals such as Brisbane and Perth where the boom is beginning to cool.

One immediate benefit is that a slowing housing market is likely to give the RBA room for restraint when it meets next month.

But the shift underway right now is part of a broader longer-term initiative to remove distortions within the economy.

Who knows, maybe one day young people will be able to afford to put a roof over their heads without family support.

And, just maybe, our banks will start lending to more productive areas of the economy.

Barely a day goes past without some business or finance titan calling for reform. Ordinarily, reform is something…

[5
64,63,99,44703,91108,5626,10928,77591,375079
post-798578","post","type-post","status-publish","format-standard","has-post-thumbnail","category-business","tag-au","tag-australia","tag-business","tag-capital-gains-tax","tag-first-home-buyers","tag-interest-rates","tag-negative-gearing","tag-property-investors","tag-property-tax-changes
["GET
