{"id":80697,"date":"2025-08-19T19:52:09","date_gmt":"2025-08-19T19:52:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/80697\/"},"modified":"2025-08-19T19:52:09","modified_gmt":"2025-08-19T19:52:09","slug":"productivity-summit-turns-to-building-homes-with-warnings-housing-targets-will-not-be-met","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/80697\/","title":{"rendered":"Productivity summit turns to building homes, with warnings housing targets will not be met"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">Housing will dominate discussion at the Economic Reform Roundtable this morning, with ministers, business leaders and conservationists all under pressure to solve the wicked problem of building more homes without trashing the environment.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Productivity commissioner Danielle Wood, who will open the session, titled: Better Regulation and Approvals, is expected to explain to attendees that environmental approvals are one of the biggest handbrakes on housing.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In her speech to the National Press Club on Monday, Ms Wood warned <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-08-18\/danielle-wood-regulation-productivity\/105663772\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105663772\" rel=\"nofollow noopener\" target=\"_blank\">&#8220;regulatory hair balls&#8221; had found their way into &#8220;almost every corner of our economy&#8221;<\/a>. The result has included massive blowouts in approval times for housing and major infrastructure projects, and she argues it has hurt productivity.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The focus has again turned to aging environmental laws that both the former Morrison government and the Albanese government last term failed to reform.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Under current laws, new developments only need federal approval if they are likely to damage the environment, harm threatened species or affect culturally sensitive land.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">That means only a fraction of projects fall within the Commonwealth&#8217;s remit.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But ABC News understands that even within that smaller pool, there is still a backlog of 30,000 projects, including many of industry&#8217;s largest proposals, and plenty of room to speed up approvals.<\/p>\n<p><img decoding=\"async\" alt=\"Productivity Commission chair Danielle Wood stands in the ABC Ultimo newsroom.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/08\/387f16645bb14ac93af7d1fe240e6d0f\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Danielle Wood will open Wednesday&#8217;s session. (ABC News: Daniel Irvine)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Both Environment Minister Murray Watt and Housing Minister Clare O&#8217;Neil will be at the forum today, searching for the balance between protecting the environment and delivering homes faster.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Ms Wood on Monday pointed out that housing approval times had blown out 50 per cent in the past three decades due to regulation. It means &#8220;hard conversations&#8221; are unavoidable, including about heritage and density restrictions.<\/p>\n<p>Freeze on construction rules on the cards<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Last week, Treasury documents that were leaked to the ABC suggested <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-08-14\/leaked-treasury-advice-outcomes-productivity-round-table\/105648510\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105648510\" rel=\"nofollow noopener\" target=\"_blank\">the government could freeze changes to the National Construction Code<\/a> to speed up housing approvals as a major outcome of the three-day summit.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Labor derided a Coalition policy for a 10-year freeze at the 2025 election, arguing it would lead to the construction of &#8220;shoddy homes&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Now, the government seems to be inching towards a freeze, which is feeding criticism from the opposition.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The government are hopeless when it comes to balancing the needs of more housing while protecting the environment. Labor are totally paralysed by this dilemma,&#8221; Shadow Housing Minister Andrew Bragg told the ABC.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;If their only outcome from the roundtable is to copy our policy, you can forgive us for rolling our eyes.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"A man wearing a suit and glasses\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/08\/f4d7b75f93669b48408810e0ab2e772a\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Andrew Bragg said Labor was &#8220;paralysed&#8221; by the tensions between housing and the environment.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Behind closed doors, Labor MPs admit the scale of the problem. Treasury documents show the government <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-07-14\/raise-taxes-lower-housing-target-treasury-advises-labor\/105504538\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105504538\" rel=\"nofollow noopener\" target=\"_blank\">is not on track to meet its own election pledge of building 1.2 million homes<\/a> in five years.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Senator Watt has been consulting for months with miners, developers, business groups and conservationists on <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-06-19\/epbc-environment-rewrite-next-year-critical-housing-climate-plan\/105437378\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105437378\" rel=\"nofollow noopener\" target=\"_blank\">reforms to the Environmental Protection and Biodiversity Act he hopes to legislate by mid-next year<\/a> after two previous terms of government failed.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">A consistent complaint of the current system is duplication. Projects require the sign off of both state and federal departments, with the federal process not beginning until state or territory approval is given.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Stakeholders agrees more housing is needed and that Australia&#8217;s environmental laws are outdated. (ABC News: Keane Bourke)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Graeme Samuel, who reviewed the EPBC Act in 2020, has identified a number of areas where approvals can delay and cause real impediments to proper investment.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The first is local government planning laws and approvals, they can take an inordinate amount of time and of course the NIMBY (not-in-my-backyard) syndrome of local objectors can hold approvals up and in fact result in them never being obtained,&#8221; he told the ABC.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The environmental approvals are also important and the recommendations in the review I did back in 2020 are designed to ensure efficiency and, more importantly, to ensure certainty.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The same leaked Treasury documents also recommend a national artificial intelligence plan to cut environmental red tape.<\/p>\n<p>PM visits algal bloom amid environment debate<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Housing approvals are just one concern of the flaws in the EPBC Act. Another is accelerating approvals for renewable energy projects, which the government considers just as critical in meeting its green energy targets.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-08-13\/australia-is-a-homeowners-welfare-state-making-inequality-worse\/105620522\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Australia&#8217;s housing obsession fuels income divide, leaving renters behind<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Australia is now a &#8220;home owner&#8217;s welfare state&#8221;, leading economists argue, and if the tax treatment of housing were reformed, the nation as a whole would benefit.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">A Labor source told the ABC: &#8220;Reaching renewables targets and delivering on housing are the hardest challenges for the government politically. The big question for the talks is how to speed up approvals for both.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It is why BHP&#8217;s Australian president Geraldine Slattery and Australian Conservation Foundation chief Kelly O&#8217;Shanassy are central voices at today&#8217;s discussion \u2014 symbols of the tension between growth and conservation.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">For Housing Minister Clare O&#8217;Neil, the Productivity Commission&#8217;s report is blunt: red tape is choking supply. In some cases, it takes up to 10 times longer to get approval for a new home than to build one.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">She argues this bottleneck is shutting ordinary Australians out of home ownership and driving up costs.
