A project to upgrade Queensland’s Triple Zero (000) phone system has been delayed until next year, with the closure of the Strait of Hormuz being a contributing factor.<\/p>\n

The Queensland Ambulance Service has been leading the project, called Triple Zero (000) Telephony Refresh, that was launched in March 2024.<\/p>\n

The high-priority upgrades were due to be completed this December.<\/p>\n

A QAS spokesperson said it is “currently scheduled for completion by the end of March 2027” due to “third-party service provider delays”.<\/p>\n

The ABC understands that parts for the upgrade had been delayed due to the war in Iran and the closure of the Strait of Hormuz.<\/p>\n

“Current Triple Zero operations will not be impacted by the project’s extension,” the spokesperson said in a statement to the ABC.<\/p>\n

The $12.7 million project aims to refresh the technology infrastructure to support more than one million emergency calls received every year from across the state.<\/p>\n

Across Australia, emergency calls initially go to a nominated emergency call service operator, which is currently Telstra.<\/p>\n

From there, the call centre operator, run by the telco, asks if the emergency relates to ambulance, fire or police before transferring the call to the relevant state-based emergency service.<\/p>\n

In the last financial year, QAS continued to experience growth in demand for services.<\/p>\n

In the first three months of this year, QAS received a Triple Zero call every 24 seconds.<\/p>\n

The latest performance data showed almost 95 per cent of Triple Zero calls were answered in 10 seconds in 2025\/26.<\/p>\n

The upgrades would modernise the call delivery system to ensure emergency calls are answered on a more reliable and contemporary platform that offers better support to medical dispatchers.<\/p>\n

The QAS spokesperson said the project was “focused on delivering an improved platform for frontline staff to continue providing world-class care to the communities we serve”.<\/p>\n

‘Closely monitored’ project status<\/p>\n

Last October, Queensland’s government Digital Projects Dashboard marked the project with an “amber” status for “closely monitored”.<\/p>\n

“The project is reporting amber due to finance as the cost estimates of proposed solutions are higher-than-anticipated,” the dashboard said.<\/p>\n

“The project team is working with governance to confirm system scope and functionality requirements.<\/p>\n

“It is worth noting that the potential solutions are expected to deliver greater overall value than initially planned,” it said.<\/p>\n

It returned to a “green” status, indicating it was “on track,” in November.<\/p>\n

A QAS spokesperson told the ABC in July the project’s “approved expenditure of $12.74 million is on track”.<\/p>\n

A spokesperson for Ambulance Services Minister Tim Nicholls said the “essential project” had been “a long-time coming” since the Public Safety Business Agency was disbanded in 2021.<\/p>\n

“This upgrade to our lifesaving Triple Zero services is just one of the ways the Crisafulli Government is enhancing and growing the Queensland Ambulance Service capabilities,” the spokesperson said in a statement to the ABC.<\/p>\n

They noted earlier this year the state government opened an $8.31 million QAS Clinical Hub at Kedron in Brisbane.<\/p>\n
