{"id":822588,"date":"2026-07-25T08:28:13","date_gmt":"2026-07-25T08:28:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/822588\/"},"modified":"2026-07-25T08:28:13","modified_gmt":"2026-07-25T08:28:13","slug":"liberty-bell-bay-administrators-say-the-company-may-have-been-insolvent-for-more-than-a-year","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/822588\/","title":{"rendered":"Liberty Bell Bay administrators say the company may have been insolvent for more than a year"},"content":{"rendered":"<p class=\"paragraph_paragraph___QITb\">The administrators of the Liberty Bell Bay manganese smelter believe the company had been insolvent since May last year, months before the Tasmanian government loaned it $20 million.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The smelter in northern Tasmania was placed into administration in March and officially closed last week, <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-07-16\/liberty-bell-bay-closure-devastates-community-northern-tasmania\/106922774\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106922774\" rel=\"nofollow noopener\" target=\"_blank\">leaving about 200 workers without jobs.\u00a0<\/a><\/p>\n<p class=\"paragraph_paragraph___QITb\">Liberty Bell Bay was part of GFG Alliance, which is owned by Sanjeev Gupta.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In its voluntary administrators&#8217; report, EY Parthenon identified that Liberty Bell Bay may have been insolvent.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The Administrators are of the view that the Company was insolvent from as early as 1 May 2025,&#8221; it stated.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The company was given a $20 million loan from the state government in August 2025, <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-01-29\/liberty-bell-ball-loan-default-tas-to-take-ore-stockpile\/106281912\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106281912\" rel=\"nofollow noopener\" target=\"_blank\">$14 million of which was used to buy one 23,000-tonne shipment of ore.<\/a><\/p>\n<p><img decoding=\"async\" alt=\"A large pile of ore at a smelter site.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/07\/1784968093_91_4a2cdd2a0026c6b02ccab01482737d6c.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The Tasmanian government provided a loan that enabled the smelter to buy a shipment of ore. (ABC News: Maren Preuss)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The report estimated that Liberty Bell Bay owed creditors between $70 million and $300 million, including $27 million owed to employees:<\/p>\n<p>$661,000 in superannuation$2 million in annual leave$2.5 million in long service leave$22 million in redundancy and pay in lieu of notice<\/p>\n<p class=\"paragraph_paragraph___QITb\">A company is deemed insolvent when its debt cannot be paid.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Some of the administrators&#8217; reasons for identifying the insolvency included:<\/p>\n<p>Yearly revenue dropped from $172 million in the 2024-25 financial year, to $11 million in 2026Consistent operating losses since 2022-23Aged payables exceeding 60 days increased from 18 per cent of total payables in 2023-24, to 86 per cent in 2026<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Our preliminary estimate of a claim for insolvent trading is in the order of approximately $25 million, if proven,&#8221; the report stated.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The report found that Liberty Bell Bay incurred net losses in 2022-23 of $21 million and in 2024-25 of $80 million.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Deputy Premier Guy Barnett said it was a concern that Liberty Bell Bay may have been insolvent before receiving the loan from the state government.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The administrators have highlighted the absolute irresponsible behaviour of Sanjeev Gupta and GFG,&#8221; Mr Barnett said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Our security is the ore \u2026 and that is why that due diligence was undertaken and that security was locked in on behalf of the tax payers.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We put everything on the table that we possibly could.&#8221;<\/p>\n<p>Inter-company loans<\/p>\n<p class=\"paragraph_paragraph___QITb\">The report also confirmed previous reports that GFG Alliance had <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-10-11\/gfg-accused-of-failing-to-meet-loan-conditions\/105879418\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105879418\" rel=\"nofollow noopener\" target=\"_blank\">moved about $200 million out of Liberty Bell Bay via inter-company loans.<\/a><\/p>\n<p class=\"paragraph_paragraph___QITb\">The administrators found that the net inter-company loan balance was $191 million.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Cash outflows to related parties \u2026 have meant that the Company has had very limited cash resources to withstand supply chain difficulties and commodity price fluctuations which have impacted profitability,&#8221;
