Now Elliott has backed up her teammates by declaring there needs to be a greater incentive for players to even consider moving to other clubs under a proposed tier-based system.<\/p>\n
To further prove her point, Elliott drew on the Panthers\u2019 dominance in the men\u2019s competition and the contrast in the reaction to their historic run.<\/p>\n
\u201cIf you want the girls to move and you want the game\u2019s talent to be spread out more, then you\u2019ve got to increase the salary cap and make it enticing,\u201d Elliott said on \u2018Say Less with Millie, Keeley & Kernick\u2019.<\/p>\n
\u201c… I\u2019m in no way saying we need more money, we need more money. I\u2019m not saying that at all. I\u2019m saying if you want girls to move, give them a better offer to move to make it worth their while. <\/p>\n
\u201cFor instance, they\u2019re trying to grow the game in the men\u2019s side. I don\u2019t even want to get started on the men\u2019s side. You would never tell a men\u2019s side that are going too well or who have too many good players to go somewhere just for the growth and good of the game.<\/p>\n

\u201cPenrith won four back-to-back premierships (and made) five grand finals. Were the NRL saying, \u2018Get him out, move him, put in a tiered system\u2019? <\/p>\n
\u201cThey lost players every year that would go to new clubs because they got offered more money. It was worth their while. They were setting their family up. Look at PNG for instance. What\u2019s the incentive for players to go over there? Tax-free money.\u201d<\/p>\n
Instead, Nizza said if the NRLW did need to find a genuine solution down the track, a marquee system would make more sense than the tiered roster proposal.<\/p>\n
For context, according to Penitani, that would involve international and State of Origin representatives sitting in the top-tier while veteran players would make up the mid-tier and younger players would be in the bottom-tier.<\/p>\n
Nizza, on the other hand, said a marquee contracting system where it is uncapped would be the best option.<\/p>\n
\u201cThat helps build clubs. Not limiting players and taking away their choice but giving players choice and clubs choice,\u201d she said.<\/p>\n
\u201cI think clubs need to be able to decide where they are putting their money and what they need to invest in. There\u2019s no point having a tiered system, I don\u2019t think, if the clubs can\u2019t get out. <\/p>\n
\u201cSay a club really needs a halfback but there\u2019s a tier one winger available, it\u2019s not actually going to help. What it\u2019s going to do is restrict them even more. <\/p>\n
\u201cI just think the marquee system has been proven to work. What happened with the marquee now is they\u2019ve phased it out. So the first year it was uncapped, the next three years it was a gradual increase and it was a set amount but I think the marquee system did really work.\u201d<\/p>\n
Nizza also pointed out that any conversation about equity and growing the women\u2019s game also needs to extend beyond the playing group to the coaching staff.<\/p>\n
For example, she revealed that the Roosters have a full-time physio and head of performance but that is not the case at all NRLW clubs.<\/p>\n
\u201cI think with the players the minimum (salary) is there. It\u2019s a very good minimum. But the biggest discrepancy across the whole comp, like you speak to some girls and they\u2019ve got their head coach on full-time, but they\u2019re across three other things,\u201d Nizza added.<\/p>\n
