Michelle, who helped found the Coalition for Choice in Public Schools group, believes it is because of the state government’s policy forcing all public schools to teach via explicit instruction, a different learning model to Montessori’s.

What is explicit instruction?

Explicit instruction, which has gained traction in recent years, has become a flashpoint in a long-running culture war over educational theory.

The method is teacher-led rather than student-led learning, where the educator will explain a lesson in small chunks, demonstrate the skill, and then ask the student to model it. It’s different to “inquiry-led learning”, where students discover information for themselves.

Education experts say explicit instruction an important method, but not the whole solution to improving learning in schools.

In 2024, Victoria announced the Victorian Teaching and Learning Model 2.0 which mandated explicit instruction, in collaboration with the Australian Education Research Organisation (Aero), a contentious body which has heavily focused on that model.

Under the VTLM 2.0, all Victorian government schools must fully embed the policy in their teaching by 2028 and in some instances will “include retiring approaches and practices that do not align with the VTLM 2.0”.

Since the policy was announced, two Montessori streams in Victorian public schools and one Steiner stream have been shut down or phased out. There remains one Montessori stream in Victoria and five Steiner.

The state education department said it is up to Victorian public schools whether they offer an alternative program such as a Montessori, Steiner or International Baccalaureate stream. In a letter to a parent, seen by Guardian Australia, the department says it, “has not issued any directive in relation to the “retirement” of alternative curricula”.

The department says it has not issued any directive in relation to the ‘retirement’ of alternative curricula. Photograph: Bianca de Marchi/AAP

Mark Powell, director of education services at Montessori Australia, said Aero and the VTLM 2.0 model promulgate a one-size-fits-all approach to teaching, which doesn’t work for all students.

“In June 2024 the government launched VTLM 2.0, a mandatory teaching framework with a hard 2028 deadline, [with] very explicit language allowing for the retirement of non-aligned programs … and then the closure of three programs in the last two years, it looks like a policy design,” he said.

“Montessori is an evidence-based methodology.
