Until now,\u201d wrote judges Patricia Millet and Bradley Garcia.<\/p>\n<p>A furious Mr Trump reacted by claiming it was a \u201chorrendous, politically motivated\u201d decision to bar work on what he is now calling a \u201cmilitary centre&#8221;.<\/p>\n<p>The US economy unexpectedly lost 23,000 jobs in July.
