In their view, the country\u2019s manifest destiny lies in high-tech manufacturing. Their \u201cMade in China 2025\u201d plan, released ten years ago, aimed to turn China into a leading factory \u201cpowerhouse\u201d by mid-century. The government covets what it calls a \u201ccomplete\u201d industrial system, which will reduce China\u2019s reliance on foreigners and raise their reliance on it.
