The legislation bans live sports wagering ads, caps hourly TV commercials, strips betting logos from team jerseys, and outlaws celebrity endorsements. It also bans predatory VIP account managers, bonus bet inducements, and affiliate commissions. Main restrictions begin 1 January 2027, with stadium and jersey sponsorship transition periods running through 2031.

Australia is a nation of gamblers. In fact, we love a punt so much that we lead the world in per capita gambling losses (around $1500 per Australian each year). Gambling has become deeply ingrained in our culture – from a flutter at the track, to a constant onslaught of advertising across TV and digital media, pokies in every pub and a TAB on every corner – not to mention the tiny casinos we now carry around with us in our pockets every day.

Which is why most people seem to agree that something had to change. But just how much change, and in what ways, was the subject to the fierce debate until this week when the Albanese government struck a deal with the Coalition to get the reforms through Parliament.

Those changes came about thanks to the determined work of anti-gambling campaigners, including the late Labor MP Peta Murphy, and former NRL player and recovering gambling addict Luke Bateman, who lost more than $1 million from gambling, and testified that gambling companies supplied him with illegal drugs in order to encourage him to keep punting. That testimony a few weeks ago led to public outrage, and calls from across the political spectrum for Labor’s draft legislation to be given sharper teeth.

Meanwhile, Prime Minister Anthony Albanese has been insistent that he doesn’t want to stop people from having a flutter, the gambling companies have been largely resisting serious change, and the media companies who rely on gambling advertising revenue, have been watching on nervously.

Further Reading

Now, the Interactive Gambling Amendment (Gambling Reform) Bill 2026 includes restrictions on advertising, live odds, sponsorships, inducements that encourage more gambling and a national “opt out” system – funded by a levy on the big gambling companies – to avoid ever seeing a gambling ad again. Here’s exactly what’s changing and, perhaps more importantly, why.

Australia leads the world in per capita gambling losses, but landmark new laws are set to change how betting apps operate | Image via Pexels What’s Changing in Gambling Advertising?

The most noticeable changes will be the one on your TV screens and phones, where it’s about to become a lot harder for the big betting companies to try to lure you in.

First, there’s that national “opt out” system we mentioned earlier. Every Australian will be able to sign up to a single, unified system that will prevent them from being served digital gambling ads. Sounds nice in theory, but the gambling companies say it will be extremely difficult to build such a system quickly.

In addition to the opt out system are a number of measures that will severely restrict the sheer volume of gambling adds Australians see every day. Those restrictions include:

No Live Match Ads: Total blackout on gambling commercials during live broadcasts, plus a 15-minute window before and after. Jersey & Stadium Clean-Up: Complete ban on betting sponsors on team uniforms and in-stadium signage. No Celebs or Athletes: Active/former sports stars, influencers, and celebrities are banned from endorsing betting apps. No Live Odds Chat: Broadcasters and commentators are banned from discussing live odds during coverage. Strict Hourly Caps: Maximum of 3 gambling ads per hour between 5:00 AM and 8:30 PM outside of live play.
How the Interactive Gambling Reform Bill Bans VIP Targeting

In addition to the advertising restrictions, the legislation makes it easier for problem gamblers to opt out of advertising and self-restrict from gambling, and makes it harder for gambling companies to target individuals to encourage more gambling.

Among the measures included in the legislation are:

Outlawing the “VIP Pipeline”: Cracking down on bookies using personalised account managers, “free” travel/hospitality, and targeted bonus bets to trap losing punters. The 14-Day Inducement Lockout: Banning bonus bets and targeted promos for 14 days after opening a new account or for anyone flagged as “at-risk”. Affiliate Link Bans: Ending kickbacks where creators and sales staff earn commissions off user losses. The Triple-Lock Online: To see any online gambling ads, users must be verified 18+, logged in, and given a single-click “National Opt-Out” button.

The legislation also gives more powers to the Australian Communications & Media Authority to take down dodgy operators:

Fast-Track Takedown Powers: ACMA gets direct authority to issue takedown notices to platforms like Meta/TikTok and compel banks to block financial transfers to dodgy offshore operators. Killing Online Keno: Banning offshore-matched lotteries and “pocket pokie” style online keno apps. Strengthening BetStop: Upgrading Australia’s self-exclusion register to close loopholes that allowed bookies to message excluded users.
Labor and the Coalition have teamed up to push the legislation through | Image via Pexels Why Australia’s Gambling Laws Are Changing Now

This reform has been years in the making. In 2023, Labor MP Peta Murphy’s “You Win Some, You Lose More”) report, which called for a 100% blanket ban on all gambling advertising across all media, was released shortly before Murphy died from cancer.

Pressure had been growing on all sides of politics to do something about gambling. Former Prime Minister John Howard was publicly calling for reform. Peter Dutton even took a gambling ad ban to the last election, and it was expected that Murphy’s report would spur change.

But there’s a lot of money in gambling. The big media companies and sporting codes, not to mention the big betting agencies like Sportsbet and Tabcorp, have been resisting serious change.

The Labor government said it wanted to strike a balance, restricting gambling advertising without killing the sporting codes and media companies that rely on the gambling revenue, and which form such a core part of the Australian identity.

Labor teamed up with the Coalition this week to pass the beefed up reforms, cutting out the Greens and crossbenchers, who wanted the legislation to go much further. Even two Liberal MPs crossed the floor to vote against the changes, saying they don’t go far enough. They, like many public health experts, are unhappy about the deal:

“Trust in politics is eroded when the major parties do deals like this on legislation that are made for political convenience, not based on evidence,” said Independent ACT Senator (and former Wallabies captain) David Pocock.

“We are literally providing the pathway … for people’s lives to be ruined by gambling, and then say: ‘Oh, by the time that you get there, we’ll see if we can do anything to make this a little bit easier for you’,” independent MP Allegra Spender added.

The Timeline: When do the Government’s Gambling Reforms Take Effect?
January 1, 2027: Main legislation takes effect (broadcast caps, jersey bans, celebrity endorsement bans). Phased 2027 Rollout: Technical infrastructure for the National Opt-Out register and bank-level blocking will take up to 12 months to deploy. Grandfathering Grace Period: Pre-existing stadium and jersey sponsorship contracts signed before July 2026 have a transition period lasting up to 2031.
So, is the Great Aussie Punt Dead?

No. You can still put $10 on your footy team, have a flutter at the races or run a Punt Club with mates, and there’s nothing in this legislation to stop you from hitting the pokies or enjoying a night out at the casino. There are also still plenty of avenues available for betting agencies to reach punters, including radio.

The new law doesn’t treat adult punters like children, but it strips away the predatory algorithm-driven traps and VIP grooming that Luke Bateman exposed. It also means kids can grow up watching Aussie sport without being bombarded by ads that encourage them to start punting before they’re even allowed to enter a pub. And surely we can all agree that that’s not a bad thing.

FAQs About Gambling Reforms When do the new Australian gambling ad restrictions take effect?

The main legislative changes take effect on 1 January 2027, including live sports ad bans and hourly broadcasting caps. Technical infrastructure for digital opt-outs will roll out throughout 2027, while pre-existing jersey and stadium sponsorship contracts signed before July 2026 have a transition grace period up to 2031.

Are betting companies banned from sponsoring sports teams and jerseys?

Yes. The Interactive Gambling Amendment (Gambling Reform) Bill 2026 bans betting brand logos on team uniforms, merchandise, and in-stadium signage. Existing sponsorship deals signed before July 2026 are grandfathered until 2031.

Can celebrities or sports stars still appear in betting ads?

No. The new law bans active and former professional athletes, celebrities, and social media influencers from endorsing betting applications or wagering services.

Does the gambling ban affect casual betting or pokies?

No. The legislation focuses on restricting advertising, live odds commentary, predatory VIP inducements, and digital targeting. It does not restrict adults from placing casual bets on sports, participating in punt clubs, visiting pubs with pokies, or entering physical casinos.

Readtime: 8 min Every product is carefully selected by our editors and experts.
