Something like buying an outfit, wearing it once, and returning it, people rationalise that as just bending the rules,” Dr Childs said.

“Wardrobing is where you buy an outfit, like a dress for an event, wear it just for that occasion, and return it claiming it didn’t fit. You never had any intention of keeping it.

“It is within the acceptable bounds of what retailers permit, but what they don’t know is that people are wearing those items to go out to an event.”

However, the report highlights that the misconduct quickly escalates into outright criminal deception, with 6 per cent of respondents admitting to false “Did Not Arrive” (DNA) claims, a tactic especially rife in food delivery apps, where nearly 50 per cent of reported fraud involves customers lying about non-delivery.

Meanwhile, 5 per cent admitted to “switch item” returns, where a cheaper, used or counterfeit item is returned in place of the original purchase.

Others rely on technical methods like Fake Tracking IDs (FTID), where shipping labels are tampered with so a retailer’s automated system believes a package was returned and lost in transit.

“Where you start moving towards criminal fraud is where people do this at scale, or where deliberate deception is used to obtain money or goods,” Dr Childs warned.

“With Fake Tracking IDs, offenders manipulate the logistics side of a return so the retailer’s system sees evidence that an item was posted, but package tracking shows it was lost along the way.

“In other cases, people return empty boxes or send back packages containing counterfeit goods.”

Inside the ‘Refund-as-a-Service’ underworld

Perhaps the most alarming trend uncovered by researchers is the rise of professionalised “Refund-as-a-Service” (RaaS) operations.

Everyday shoppers who do not know how to trick a retailer’s system can simply hire a professional refunder online to commit the crime on their behalf.

“The more criminal aspect is where we get into Refund-as-a-Service, it is essentially the outsourcing of fraud,” Dr Childs said.

“Instead of learning how to manipulate a retailer’s systems themselves, a shopper can approach a ‘professional refunder’ online who carries out the fraudulent return on their behalf.

“If successful, the customer keeps the product or gets the refund, and the refunder takes a cut, we saw advertised commissions of 25 to 30 per cent of the order value, as well as flat fees.” He said RaaS syndicates function like legitimate businesses. They run automated customer service bots on Telegram, operate active Discord communities and maintain detailed spreadsheets listing specific Australian retailers and their operational vulnerabilities.

Dark web expert left stunned

Dr Childs, whose background is in cybercrime research, admitted he was stunned by how deeply return fraud has merged with major cybercrime markets.

“I wasn’t anticipating how deeply these return fraud communities on Telegram and the dark web were plugged into the broader cybercrime ecosystem,” Dr Childs said.

“We saw discussions about buying ‘aged’ customer accounts. An account with a legitimate purchase history attracts far less scrutiny when initiating a refund.

“We saw the exchange of stolen accounts, data obtained through breaches, fake or synthetic identities, and AI tools.”

Scammers are even exploiting the property market to pull off their heists.

“Offenders were using ‘drop addresses’ for refunds, looking up vacant properties on real estate websites or Airbnb listings and having packages sent there to create distance from their real address,” Dr Childs said.

“The speed of these communities is remarkable. If a retailer introduces new packaging or changes delivery processes, people report it back to Telegram, brainstorm workarounds, or simply move on to a new target.”

Why honest shoppers could pay the price

The financial toll on retailers is massive. According to the ECR Retail Loss report, processing a single return now costs businesses approximately 27 per cent of the item’s sale price, up from 18 per cent in 2018.

Combined with billions lost globally to fraudulent claims and landfill waste from unsellable returns, retailers are under immense pressure to fight back.

The survey revealed that charging return fees and having company investigators review claims were viewed as the two most powerful deterrents against return fraud.

But researchers caution that blanket crackdowns could backfire on innocent consumers.

“Most customers aren’t committing return abuse or fraud. If retailers respond indiscriminately by making every return difficult, they impose heavy costs on a really large group of honest shoppers because of a small minority,” Dr Childs warned.

“Our survey found return fees, shorter return windows and stronger verification are perceived as strong deterrents, but the challenge for retailers is putting friction only where the risk actually sits.”

Dr Childs said a solution that could keep shoppers and retailers happy is “adaptive friction”, where smart algorithms flag suspicious accounts or high-risk items like expensive electronics, while keeping the process smooth for regular shoppers.

“We shouldn’t suddenly need everyone to produce three forms of ID to return a $20 shirt,” Dr Childs said.

“Additional verification should target high-value electronics or accounts showing unusual return histories.”

As stores gear up to protect their bottom line, he said he hopes the days of frictionless, no-questions-asked refunds are not coming to an end.

The golden age of getting a refund
