It&#8217;s a part of me that no one can take away,&#8221; said the 47-year-old, who lives with a vision impairment and intellectual disability.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;This is my happy place.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">He&#8217;s firm friends with the four men he&#8217;s shared the house with for 12 years. They all have similar disabilities and are of similar ages.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Most evenings they settle in to watch TV together. Friday nights they get takeaway and they visit their local milk bar on the weekends.\u00a0<\/p>\n<p><img decoding=\"async\" alt=\"Three men, one using a watering can, stand near a garden bed accommpanied by a support worker\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/09\/f1c1b21a6a60303b845e6825903bbea1.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Jason and his housemates are of similar age and have similar disabilities.\u00a0 (ABC News: Mary Lloyd)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The home is run by St John of God Accord and is funded by each resident&#8217;s National Disability Insurance Scheme (NDIS) plan, which also pays for the support they receive to cook, get out into the community and have supervision overnight.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It&#8217;s very warming, family-like and the staff do a good job here,&#8221; Jason said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Currently, group homes like Jason&#8217;s are the main accommodation option for people with disability but not every group home is as happy.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The federal government is looking to reduce the cost of the NDIS by $36 billion over the next four years and disability advocates believe it&#8217;s an opportunity to consider alternative living plans.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Disability Royal Commission heard evidence of violence, abuse and neglect in group homes. (ABC News: Lucas Hill)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Professor Christine Bigby of LaTrobe University, who has worked in intellectual disability research for three decades, said group homes themselves are not the problem.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Time and time again we come back to what&#8217;s the housing model \u2026 and if we get that right, everything else will follow,&#8221; she told 7.30.<\/p>\n<p>&#8220;That&#8217;s actually not the case. The most important thing is the quality of support.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Within the NDIS, Supported Independent Living funding assists people with high significant needs living in accommodation settings, usually group homes.\u00a0<\/p>\n<p><img decoding=\"async\" alt=\"A person sits in a chair in a living room at a home. \" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/09\/da1bc1eec71546d779abfd42bad6e945.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">As the federal government looks to reduce the cost of the NDIS, it&#8217;s reviewing support provided in disability accommodation.\u00a0 (ABC News)<\/p>\n<p class=\"paragraph_paragraph___QITb\">This form of support currently costs the scheme $16.6 billion a year, around 10 per cent of which pays for overnight stays.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Advocates say alternative approaches to supported living could be cheaper and better for residents.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;There are people currently living in group homes that could be living more in the community and could be living more cost-effectively,&#8221; said Jess Walker from the Summer Foundation, an advocacy body focused on alternative housing models.<\/p>\n<p>&#8220;Group homes &#8230; have been the default option available for people with disability, and what we need to see is a growing of alternative options so people have choice about how and where they live.&#8221;A different path to independence<\/p>\n<p class=\"paragraph_paragraph___QITb\">One of those options is a disability housing model called Individualised Living Arrangements (ILA).<\/p>\n<p class=\"paragraph_paragraph___QITb\">It allows someone with mild to moderate support needs to achieve independence by living with a flatmate \u2014 not a carer \u2014 in a regular property in the community.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Meghan Kyne is one of nearly 500 Australians who have chosen the model. All up, it costs the NDIS about $51,000 a year.<\/p>\n<p class=\"paragraph_paragraph___QITb\">If she paid for support workers to sleep over, the cost would more than double to almost $114,000 annually.<\/p>\n<p class=\"paragraph_paragraph___QITb\">MACS general manager Alison Herring says the flexibility is life-changing for their customers, and she would like to see the mobile service made available nationally.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Our support model stretches the funding a lot further,&#8221; Ms Herring said.<\/p>\n<p>&#8220;We&#8217;re able to just bill the customers for the time of support that they&#8217;re receiving, which makes it much more cost-effective for them.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">But any move towards tightening the disability housing market and directing NDIS participants to large, established housing providers would make that challenging.\u00a0<\/p>\n<p>Supporting a solution<\/p>\n<p class=\"paragraph_paragraph___QITb\">The federal government is currently considering whether to adopt an approach to disability housing that could see it play a more active role in how it&#8217;s planned, funded and monitored.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Disability Minister Mark Butler told 7.30 he only wants a pool of approved providers to offer services in supported living arrangements to remove poor-quality operators from the system.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But the government made no mention of any of the alternatives to group homes when it asked the disability community for their input.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Butler said he thought alternative models would have been a &#8220;significant issue raised&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Under the NDIS, organisations providing support to people living in disability accommodation must be registered and undergo independent auditing.<\/p>\n<p><img decoding=\"async\" alt=\"A man in a suit and tie looks sternly ahead. \" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/09\/a1bbbebdfb0c86aff878402c5470cc37.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Mark Butler wants to remove poor-quality operators from the system.\u00a0 (ABC News: Matt Roberts)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Butler said more was needed to ensure providers offering SIL services were looking after people properly.<\/p>\n<p>&#8220;What we want to do \u2026 is to provide participants with choice but from a panel of providers in their community who we have confidence are providing the right level of service,&#8221;  he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I don&#8217;t think you can say that confidently about all SIL services.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">According to Professor Bigby, having a panel of providers was an opportunity to improve the quality of supports.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It would make for a much more organised, controlled market and a market that might meet people&#8217;s needs,&#8221; Professor Bigby said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;You could have a panel where you would not be able to get on that panel unless you could demonstrate you met criteria for quality in an observable way.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"An NDIS logo is seen on a building\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/09\/1790685025_587_28a24e9b5f510e694b60f07ea07cb582.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The federal government is considering a new approach to support services in disability accommodation.
