Some families with more than one &#8220;affected person&#8221; will receive multiple $500 checks or direct deposits, the official said. <\/p>\n<p>Recipients will also receive a letter dated Sept. 30 from President Donald Trump, which is being mailed starting Thursday, the official said. <\/p>\n<p>&#8220;For years, the Biden Administration overcharged you to fund the operation of HealthCare.gov,&#8221; Trump writes in the letter, which CNBC viewed. <\/p>\n<p>The White House <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2026\/09\/fact-sheet-president-donald-j-trump-announces-the-working-families-obamacare-refunds\/\" target=\"_blank\" rel=\"nofollow noopener\">announced<\/a>\u00a0earlier this month that it would begin issuing refunds in October. <\/p>\n<p>Read more CNBC personal finance coverage<\/p>\n<p>Trump&#8217;s letter describes the move as a way to &#8220;restore Affordability, protect your hard-earned money, and lower the Cost of Healthcare.&#8221; <\/p>\n<p>&#8220;You have paid into this flawed System, and now you are finally getting something back,&#8221; Trump wrote. <\/p>\n<p>As of February 2026, about 19.2 million Americans are enrolled in a health insurance plan through the ACA marketplace, according to figures published by the U.S. Department of Health and Human Services in June.<\/p>\n<p>The refunds come just over a month before the midterm elections, in which Republicans are <a href=\"https:\/\/www.cnbc.com\/2026\/09\/22\/republicans-democrats-election-fundraising-2026.html\" rel=\"nofollow noopener\" target=\"_blank\">trailing Democrats in national and battleground polls<\/a>. <\/p>\n<p>Affordability has become a <a href=\"https:\/\/www.cnbc.com\/2026\/09\/29\/hassett-trump-economy-biden-covid.html\" rel=\"nofollow noopener\" target=\"_blank\">core theme of the election cycle<\/a> amid stubbornly high inflation and <a href=\"https:\/\/www.cnbc.com\/2026\/09\/16\/fed-rate-hike-consumer-borrowing-and-savings-rates.html\" rel=\"nofollow noopener\" target=\"_blank\">rising interest rates<\/a>. The Iran war has <a href=\"https:\/\/www.cnbc.com\/2026\/09\/11\/cpi-inflation-breakdown-august-2026.html\" rel=\"nofollow noopener\" target=\"_blank\">raised gasoline and energy prices<\/a> for households while <a href=\"https:\/\/www.cnbc.com\/2026\/09\/28\/treasury-yields-bonds-selloff.html\" rel=\"nofollow noopener\" target=\"_blank\">surging yields<\/a> for Treasury bonds have pushed up rates for consumers seeking <a href=\"https:\/\/www.cnbc.com\/2026\/09\/30\/mortgage-rates-jump-to-near-3-year-high-causing-demand-to-drop-.html\" rel=\"nofollow noopener\" target=\"_blank\">mortgages<\/a> and <a href=\"https:\/\/www.cnbc.com\/2026\/09\/24\/car-loan-rates-may-rise-as-treasury-yields-climb.html\" rel=\"nofollow noopener\" target=\"_blank\">car loans<\/a>. <\/p>\n<p>The refunds for enrollees in Obamacare \u2014 an informal name for the Affordable Care Act \u2014 come as millions of households <a href=\"https:\/\/www.cnbc.com\/2026\/02\/24\/aca-enhanced-subsidy-expiration-effects.html\" rel=\"nofollow noopener\" target=\"_blank\">saw their health insurance premiums spike<\/a> after ACA enhanced premium subsidies <a href=\"https:\/\/www.cnbc.com\/2026\/01\/13\/enhanced-aca-subsidies-lapse-uninsured.html\" rel=\"nofollow noopener\" target=\"_blank\">lapsed at the end of 2025<\/a>. <\/p>\n<p>Those enhanced subsidies, which lowered health insurance premiums for ACA enrollees, disappeared after the Republican majority in Congress defeated Democrats&#8217; efforts to extend them. <\/p>\n<p><img decoding=\"async\" class=\"InlineVideo-videoThumbnail\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/10\/108361216-17890514551789051452-48291550525-1080pnbcnews.jpg\" alt=\"White House will issue $500 Obamacare refunds to nearly 1 million Americans\"\/><\/p>\n<p>Jonathan Oberlander, a professor of health policy and political science at the University of North Carolina at Chapel Hill, told CNBC earlier this month that the policy is likely a form of &#8220;damage control&#8221; for the White House to distract from higher healthcare costs.<\/p>\n<p>&#8220;This announcement is less about health policy and much more about the 2026 Congressional elections,&#8221; he wrote. &#8220;It&#8217;s part of a broader effort by President Trump to buy continued Republican control of the House and Senate via promises of direct government payments to voters.&#8221;<\/p>\n<p>Health policy experts said a $500 refund does little to offset ACA premiums that, in many cases, rose by <a href=\"https:\/\/www.cnbc.com\/2025\/09\/10\/aca-enhanced-subsidies-expire-obamacare-premiums-rise.html\" rel=\"nofollow noopener\" target=\"_blank\">several thousand dollars per year<\/a> for enrollees who had previously received enhanced subsidies.<\/p>\n<p><a id=\"headline0\"\/>Who can expect a $500 refund check<\/p>\n<p>An Obamacare sign sits in front of an insurance agency in Miami, Nov. 12, 2025.<\/p>\n<p>Joe Raedle | Getty Images<\/p>\n<p>The 30 states that will receive the Obamacare refunds are: Alabama, Alaska, Arizona, Arkansas, Delaware, Florida, Hawaii, Indiana, Iowa, Kansas, Louisiana, Michigan, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia, Wisconsin and Wyoming.<\/p>\n<p>These states use the federal ACA exchange, while the others use their own state-run marketplace. The latter tend to be governed by Democrats, according to health policy experts.<\/p>\n<p>The largest number of refunds will be issued in Texas and Florida, where 139,000 and 127,900 people will get refunds, respectively, according to federal data shared with CNBC. <\/p>\n<p>The primary recipients of the refunds will be people whose income is over 400% of the federal poverty line, the Trump administration official said. That&#8217;s roughly $63,000 for an individual and $129,000 for a family of four.<\/p>\n<p>These individuals lost all federal premium assistance when the enhanced subsidies disappeared this year. <\/p>\n<p>However, &#8220;some people&#8221; between 100% and 400% of the poverty line will also receive a refund, the official said. <\/p>\n<p>The $500 refunds are being paid from a &#8220;surplus&#8221; of &#8220;user fees&#8221; collected by the Biden administration, according to the Trump administration official. The White House said these excessive charges had been passed on to consumers during the Biden era through higher health insurance premiums.<\/p>\n<p>The Centers for Medicare and Medicaid Services collects user fees from health insurers who participate in the ACA marketplace.
