That is much cheaper for us. It\u2019s much quicker for us, and it\u2019s much safer for us as a country to do it that way,\u201d she said.<\/p>\n<p>Targeting offshore criminal ringleaders orchestrating violent conflicts in Australia has become increasingly challenging for authorities, who are unable to apprehend high-value targets living in foreign jurisdictions beyond the reach of Australian law enforcement agencies.<\/p>\n<p>One of Barrett\u2019s top priorities in the year ahead is leveraging relationships with foreign partners to stymie the influence of organised crime figures operating in countries where extradition to Australia is unlikely, including that of exiled tobacco kingpin Kazem Hamad, who was this year <a class=\"inline-link\" href=\"https:\/\/www.smh.com.au\/national\/victoria\/melbourne-crime-boss-kaz-hamad-sentenced-to-life-in-jail-20260728-p60jdk.html\" rel=\"nofollow noopener\" target=\"_blank\">sentenced to life imprisonment<\/a> in his home country of Iraq.<\/p>\n<p>\u201cWe have capabilities that no other law enforcement agency has. We need to really lift in terms of how we are using those unique capabilities that we have.\u201d<\/p>\n<p>Several of the AFP and NSW Police\u2019s highest priority targets are believed to be living in the Middle East, South-East Asia and Europe, including members of Sydney\u2019s Alameddine crime family, and rival group the Coconut Cartel.<\/p>\n<p>As the AFP explores where its resources are best utilised, Barrett said Japan\u2019s strategic positioning in South-East Asia and the Pacific offered an opportunity for Canberra and Tokyo to combine efforts to impact crime in the regions.<\/p>\n<p>Related Article<a href=\"https:\/\/www.smh.com.au\/national\/swedish-extremism-network-member-jailed-for-abuse-of-australian-girl-20260928-p60zsr.html\" tabindex=\"-1\" class=\"sc-cba76dee-0 hdiTqm\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"Kevin Johansson and Kyle Spitze have been jailed over their roles in a nihilistic violent extremist network.\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/10\/c2dda3621ae4f2583330514a099cc255c3c8dc46c05b681bc45c3c3d1d50da94.jpeg\"  class=\"sc-d34e428-1 ioInpc\"\/><\/a><\/p>\n<p>\u201cThat goes beyond operational law enforcement, talking regional stability and regional security and sovereignty,\u201d Barrett said.<\/p>\n<p>The Pacific has emerged as a key focus for the AFP during the first year of Barrett\u2019s tenure as the region is increasingly targeted by <a class=\"inline-link\" href=\"https:\/\/www.smh.com.au\/politics\/federal\/australia-s-shameful-cocaine-habit-prompts-600m-pacific-package-20260901-p60th4.html\" rel=\"nofollow noopener\" target=\"_blank\">organised crime networks trafficking illicit drugs into Australia<\/a> via vulnerable island nations.<\/p>\n<p>Barrett wanted the AFP to adopt an aggressive, front-foot approach to defending Australia and its future from domestic and global security threats, she said.<\/p>\n<p>Another of Barrett\u2019s key focuses is protecting children from exploitation, abuse and radicalisation, including by <a class=\"inline-link\" href=\"https:\/\/www.smh.com.au\/national\/sadistic-predators-targeting-australian-children-through-gaming-platforms-20261005-p61299.html\" rel=\"nofollow noopener\" target=\"_blank\">sadistic online networks increasingly targeting young Australians<\/a>.<\/p>\n<p>\u201cWe\u2019re just seeing a growing caseload of young victims and perpetrators in that tech-enabled crime space,\u201d she said.<\/p>\n<p>Barrett raised concerns about research findings from the Australian Cybercrime Observatory, published in July, that found young victims of online sexual exploitation were more likely to seek help from artificial intelligence platforms than authorities.<\/p>\n<p>\u201cParents and caregivers need to know that this is happening and I urge them to have conversations with their children about coming forward to a trusted adult, including law enforcement, if they are being sexually exploited online, so the appropriate help and support can be provided,\u201d she said.<\/p>\n<p>Combatting organised crime networks\u2019 use of emerging technologies and artificial intelligence to streamline and upscale their drug trafficking operations is another challenge facing authorities, Barrett said.<\/p>\n<p>\u201cTech-enabled crime used to be sort of constrained to a few crime types,\u201d Barrett said. \u201cNow everything we investigate, there is a tech aspect to it.\u201d<\/p>\n<p>The AFP\u2019s traditional operating method \u2013 which Barrett described as siloed \u2013 is no longer the best practice to investigate and disrupt organised crime, she said.
