It just pushes up prices, perhaps an additional 3 per cent over six years with interest rate changes,” Diana Mousina, Deputy Chief Economist at AMP, told the ABC.

“That’s an additional half a per cent per year over the 4 to 5 per cent annual growth we expect in the housing market over that same period,” she said.

Five per cent home deposit scheme to begin in October

A scheme to allow all first homebuyers to purchase a property with only a 5 per cent deposit will begin in October, three months earlier than Labor promised at the federal election.

That’s higher than the Treasury’s estimated impact of just a half a per cent additional price increase after six years.

Others saw an even bigger potential effect — Louis Christopher, managing director at SQM Research, warned the impact of the scheme could lead to a more than 15 per cent increase over that same six-year period.

“In the long-term, this stimulates demand, and will take away from affordability. Our view is that the scheme, combined with interest rate changes, could spark the biggest rush on housing since the GFC.”

“I would not be surprised if the number of first home owners doubles to around 220,000 per year thanks to this scheme. The removal of the income cap is a strong growth stimulator,” he said.

The broadened scheme, coming into effect from October, coincides with another factor tipped to push house prices higher — falling interest rates.

According to figures from Cotality, national home values are already up by around 3 per cent since the start of 2025, boosted by the Reserve Bank’s rate cuts in February, May and August. At least one more rate reduction is expected this year.

Commonwealth Bank data, published last week, revealed an already-increased appetite from buyers — applications for conditional pre-approval for home loans have jumped 12 per cent this year, as the rate cuts have filtered through to borrowers.

Saul Eslake, an independent economist, said the scheme might help some first homebuyers but failed to address underlying problems with Australia’s housing system.

“It would help if governments stop doing things that needlessly inflate the demand for housing.

Around 12 million Australians are home owners, with an estimated 110,000 new home owners each year. (ABC News: Liz Pickering)

A short-term solution with a long-term problem

Affordability isn’t helped by the findings in the State of the Housing System report that 938,000 dwellings were forecast to be completed during the Housing Accord period, which falls well short of the government’s 1.2 million target.

“Scenario analysis indicates that even under optimistic economic scenarios, the target will not be achieved,” the report notes.

“No state or territory is forecast to meet the share of the target implied by its population. When factoring in demolitions, the net new supply is expected to total 825,000 over the Housing Accord period, which is 79,000 dwellings fewer than expected new underlying demand.”

In its State of the Housing System 2025 report, the National Housing Supply and Affordability Council noted a grim statistic.

“The supply of new housing is near its lowest level in a decade,” the report said.

“177,000 dwellings were completed in 2024, falling significantly short of underlying demand for housing, which was estimated at around 223,000 for the same period. This shortfall added to already significant unmet demand in the system.”

This fact underlines the myriad complexities the federal government faces in tackling the affordability crisis that is crushing the dreams of so many first homebuyers.

Independent housing agency Housing Australia welcomed the expansion of the scheme, stating it would help first homebuyers access a home.
