What has it got to do with Donald Trump?"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">Confusion and chaos are emerging for individuals and businesses who need to send parcels to the United States.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Postal services globally, including Australia Post, have temporarily stopped sending many items there, as another Trump administration tariff deadline looms.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">So why can&#8217;t postal services deal with a new tax on imported goods, and what should we expect next?<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Here is what we know.<\/p>\n<p>What kinds of parcels will be blocked via Australia Post?<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Australia Post won&#8217;t send anything to the US for now, except for letters, documents and gifts worth less than $150.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It&#8217;s the same deal for items going to Puerto Rico, which uses the same postal network as the States.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">This decision is mostly impacting online retailers in Australia who use Business Contract and MyPost Business to send items to the US.<\/p>\n<p><img decoding=\"async\" alt=\"An express post envelope\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/08\/dae3f5e928a9ff6353a3b8cfdb3460e7\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Australia Post isn&#8217;t the only one that suspended shipments to the US.\u00a0 (Getty Images: Don Arnold)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Australia Post isn&#8217;t the only postal service that has made this extraordinary decision.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Norwegian, Swedish-Danish and Belgian postal groups Posten Bring, PostNord and bpost also paused their parcel shipments to the US last week.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Sendle, which mainly focuses on small to medium-sized businesses and online retailers, followed suit.<\/p>\n<p><img decoding=\"async\" alt=\"Sendle halts postage to US\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/08\/24a8c6a28e56a9f72fb717026ed9461f\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Sendle has informed its customers temporary pause on US shipments.\u00a0 (ABC News)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Taiwan&#8217;s national postal service, Chunghwa Post, was another to do the same more recently.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Over in Italy, postal services are also impacted, with newspapers printing headlines say: &#8220;caos dazi&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Or if you&#8217;re fluent: &#8220;duties chaos&#8221;.<\/p>\n<p>So what&#8217;s tariffs got to do with Australia Post?<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Until now, parcels of goods worth less than $US800 ($1,230) were not taxed when they arrived in the US.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">This &#8220;de minimis&#8221; exemption led to a boom in online shopping by Americans, who took advantage of the duty-free status of cheaper products shipped in from overseas.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">China&#8217;s de minimis exemption already ended earlier this year, impacting <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-05-14\/fast-fashion-tariffs-trump-shein-temu\/105258830\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">massive online retailers like Shein and Temu<\/a>.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-02-06\/trump-tariffs-shein-temu-china-trade-amazon-online-retail\/104893912\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Trump&#8217;s tariffs a &#8216;double-whammy&#8217; for Temu and Shein<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Donald Trump&#8217;s last trade war with China allowed Shein and Temu to become e-commerce giants during a cost-of-living crisis. But his latest tariffs will not hurt the companies as much as those who rely on them.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Now the rest of the world&#8217;s goods are losing this exemption too on August 29.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Guidelines out of Washington DC state parcels will now either be levied with the tariffs associated with their &#8220;country of origin&#8221;, or flat fees of more than $US80.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But postal carriers didn&#8217;t get much notice, with the decree only announced last month in July.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Australia Post says they haven&#8217;t had enough time to put in place systems to collect the associated taxes or fees by August 29.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">And until they figure this out, shipping of goods that could be covered by the new fees or tariffs will be suspended.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We are disappointed we have had to take this action,&#8221; Australia Post executive Gary Starr said in a statement.<\/p>\n<p>&#8220;However, due to the complex and rapidly evolving situation, a temporary partial suspension has been necessary to allow us to develop and implement a workable solution for our customers.&#8221;<img decoding=\"async\" alt=\"Packages being stacked on a trolly\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/08\/0b0fc9801f2eefa2abf7d457ef02e16d\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Collecting duties can be challenging for Australia Post.\u00a0 (Getty Images: David Paul Morris\/Bloomberg)<\/p>\n<p>So why is it so hard to collect these duties?<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The issue appears to be that the duties now being applied to these online parcels needs to be collected before they land on American soil.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">And that&#8217;s different to what&#8217;s happened in the past, says Kate Muth, the executive director of the Washington-based International Mailers Advisory Group (IMAG).<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-08-26\/australia-post-commercial-shipping-suspension-us-tariffs\/105696336\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Australia Post halts most postage to US <\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Australia Post is taking the extraordinary step of immediately suspending many forms of shipping to the United States.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;In the past is that, if there were duties owed, the US Postal Service (USPC) would essentially collect those duties from the recipient,&#8221; she says.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Either at the door or they&#8217;d come to the post office and pay it.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">So the issue appears to be that Australia Post can&#8217;t just send parcels to its counterparts at the USPC and hope for the best.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;[Now], somebody has to pay the duties before,&#8221; Ms Muth says.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;That piece has to be collected and remitted and paid to [the] CBP (US Customs and Border Protection) before the goods arrive.&#8221;<\/p>\n<p>&#8220;That&#8217;s where the problem is \u2014 this really isn&#8217;t a system that postal operators are set up for.&#8221;So is it just traditional postal networks impacted?<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Delivery services like Australia Post are government-owned and they used more traditional postal networks.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But then there are private shipping companies, which use different delivery routes and even have their own planes and couriers.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;They handle a lot of goods that are above $US800,&#8221; Ms Muth says.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;They&#8217;ve been doing it for a long time.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;They know how to use customs brokers, they can meet all the requirements.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Now they&#8217;re just collecting the duties on low-value goods.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"Packages on a conveyor belt in the small building\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/08\/cd13dbd8a92eeb0ccdd3db685964d22e\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Postal operators will be responsible for ensuring that the duties are paid, according to a mailing expert.\u00a0 (Getty Images: Scotty Perry\/Bloomberg)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">One major shipping company, FedEx, told ABC News it intends to keep shipping everything from the rest of the world to the US come August 29.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Its regional vice president of Australasia insists they have all the systems ready to collect these duties before parcels arrive in the US.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;(The cash) needs to be collected at the border crossing or (the package) can&#8217;t cross and it&#8217;ll be held,&#8221; FedEx&#8217;s Peter Langley says.<\/p>\n<p>Loading&#8230;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He says retailers sending goods to the US have the option of paying these duties themselves in advance.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Some might be stumping up without charging customers, or others might have invoicing systems already charging their shoppers.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">There is even &#8220;bond&#8221; brokers that can cover missing duties.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;So (the entity shipping to the US) pays FedEx the duty and tax that&#8217;s due, and then we transfer that to the (US) government,&#8221; Mr Langley says.<\/p>\n<p>&#8220;As well as importing the product into the US and delivering it to the end customer.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Clearly, not every private shipping company is that confident of what it can handle come August 29.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">A smaller entity Sendle has joined the ranks of Australia Post and also announced it is suspending US shipping for its retailers.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;A small business could face a large bill that they can&#8217;t pass on to their customer,&#8221;
