The Correctional Service of Canada is chronically resistant to any semblance of reform, despite its well-documented and glaring failures. That might not seem to matter for Canadians who have never experienced federal incarceration, but it is creating a massive public safety problem.

Canada’s Correctional Investigator, Dr. Ivan Zinger, wrote in his final report, “meaningful reform would not only improve correctional outcomes and prevent human rights violations, but also reduce the financial, social, and human costs associated with litigation and recidivism.”  The Hill Times photograph by Sam Garcia
