If members accept this tentative agreement, Article 53 Job Security rights will be extended to some 3,000 members who have less than 5 years of continuous employment. This includes the protection against being displaced outside of the “Zone” of a 40km radius contained in clause 53.03.
The draft collective agreement reads:
“There shall be no lay-off of any regular employee who was employed in the bargaining unit as of [date of signing of the collective agreement] provided the employee agrees to be displaced to another position in accordance with the procedure set forth hereinafter.”
What this Means for You
If you’re a regular employee the day this agreement is signed, you cannot be laid off during the life of the collective agreement.
If you become “surplus,” you will have the right to a vacant position within a 40 km radius of your postal installation. In Toronto or Montreal, you’ll have the right to a vacant position within your Major Area Postal Plant (MAPP) territory. Under normal circumstances, during the life of the collective agreement, a regular employee who does not have 5 years of continuous employment does not benefit from this protection and may be displaced farther than 40 km from their originating postal installation.
This applies to both part-time and full-time employees.
Job Security: More Important than Ever
In the current climate, our job security rights are more important than ever. We all know Canada Post wants to cut back on staffing, whether by closing post offices, converting more addresses to CMB delivery, or introducing more automation in processing plants.
But with our job security rights protected, Canada Post cannot turn to layoffs for downsizing.
Our Fight will Continue
Just as importantly, we will continue our fight against the Employer and Government’s plans to dismantle the public post office. Together, we can stop the cuts.
We have beaten them before, and we can do it again.
