Four Towers Up to 61 Storeys Proposed Near Finch West Station
New plans have been submitted to the City of Toronto for 1315 Finch Avenue West in the York University Heights neighbourhood of North York, with CTN Developments now proposing a substantially intensified mixed-use scheme compared to a mid-rise redevelopment scheme first proposed in 2020. Designed by architects—Alliance, the updated proposal for the site just east of Keele Street calls for four towers up to 61 storeys, with the jump in scale tied to the site’s location within what is now designated the Finch West Protected Major Transit Station Area, within which Provincial legislation calls for greater density. The revised plans also follow the 2024 closure of Downsview Airport, which has opened the door to greater height across the area.

The development site comprises 1285, 1295, and 1315–1325 Finch Avenue West, along with 30 Tangiers Road, on the southwest corner of those two roads. The property is currently developed with a cluster of low- to mid-rise commercial buildings accommodating office and retail uses, plus surface parking. The surrounding area includes a mix of commercial and institutional uses, with York University about a kilometre away to the northwest, and a growing concentration of mid- and high-rise development emerging along Finch and Keele close to the Finch West subway and LRT station.

The previous plans for the site dates back to a February, 2020 submission seeking Zoning By-law Amendment and Draft Plan of Subdivision approvals, followed by a revised scheme in 2022 that responded to City feedback with a reworked site layout and built form.

The new submission reorganizes the development around a more open internal green-space and driveway system. Four towers are now proposed at 36, 51, 56, and 61 storeys, with heights ranging from 118.9m to 193.69m, replacing the earlier mid-rise scheme of 14- and 15-storey buildings arranged around a shared podium and parkland. The previous layout emphasized a lower-scale, campus-like configuration with an office building anchoring the internal street.

The updated program would deliver 1,907 residential units (up from 803 previously), including 129 studios, 1,092 one-bedrooms, 487 two-bedrooms, and 199 three-bedroom units. Gross Floor Area rises to 129,807m², nearly doubling the earlier 66,702m², with a corresponding increase in Floor Space Index from 4.03 to 11.16 times coverage of the 16,514m² parcel. The land use mix has also shifted, with residential space now comprising the vast majority of the project, while office space has been reduced from approximately 10,248m² to about 4,963m² and retail from roughly 3,630m² to about 1,469m².
Public realm elements build on earlier plans, with a new public street along the site’s southern edge, and a network of pedestrian connections threading through the site. Residents would have access to 4,417m² of indoor amenity space and 1,083m² outdoors. The four towers would be served by a total of 18 elevators (five in each of the three taller buildings and three in the 36-storey tower), equating to roughly one elevator for every 106 units, indicating high speed motors would be required for prompt response times.

Below grade, four levels of parking are proposed, representing an increase from the three levels previously. A total of 937 parking spaces plus four car-share spaces are planned, including 883 for residents and 54 for visitors and commercial use, up from 553 spaces previously. Bicycle parking has also been expanded, rising from 888 spaces to 1,456, with 1,310 long-term spaces and 146 short-term spaces, along with 57 additional publicly accessible short-term spots at grade.
The site is within a short walk of Finch West station, with Finch West Line 6 within roughly 175m, or an approximate 400m walk to University Line 1. The site is also served by TTC bus routes operating along Finch Avenue West and Keele Street. The surrounding area is also supported by existing cycling infrastructure including routes along Finch Avenue West, Sentinel Road, and Chesswood Drive.

Redevelopment activity is found in the surrounding area. To the south, 11 Catford is proposed with three buildings ranging from 11 to 25 storeys, while to the west, 44 Romfield would introduce a pair of towers at 41 and 43 storeys.
