The Enactment of Vancouver’s Official Development Plan (March 31, 2026)
The City of Vancouver was incorporated on April 6 in 1886
(same year the first transcontinental train arrived).
One hundred forty years later, on March 31, 2026,
Vancouver City Council enacted its first-ever
citywide Official Development Plan,
affecting 100,000 parcels.
In time, many may come to consider the ODP to be illegitimate
due to the flawed process and failure to meaningfully
engage with and notify citizens in the
years leading up to its adoption.
It took just 26 seconds for Vancouver City Council to enact the ODP.
There is no video record of the Council decision. Audio only.
There was no clear vote, just a consensus decision.
Immediately after enacting the ODP (as bylaw no. 14 on the agenda),
Council enacted a raft of other bylaws (including no. 15 and 16
to clear the path for the ODP).
That took only
15 seconds.
This is just the beginning
of a long story…
