New urgent and primary care centre opens April 15 in South Surrey

A new urgent and primary care centre is set to open at Semiahmoo Shopping Centre in South Surrey.
The new UPCC is set to open on Wednesday, April 15. It will provide care from 9 a.m. until 8 p.m. seven days a week, including statutory holidays, accommodating about 57,000 patient visits a year, according to the Ministry of Health.
Minister of Health Josie Osborne was on hand in South Surrey on Friday morning (April 10) to make the official announcement.
“I’m really proud to see the work that has gone into opening this new facility,” Osborne said during a tour of the new centre. “This is about bringing care closer to home for people in South Surrey and White Rock and also relieving the pressure on emergency departments.”
The centre is designed to provide care for those who have urgent, non-life-threatening conditions but do not require emergency department services – such as those with fever, burns, headaches or earaches, sprains, or minor cuts that may need stitches.
A Ministry of Health press release notes the new centre will take a team-based approach to care, with physicians, nurse practitioners, nurses and social workers. It will open with about 23 full-time-equivalent care providers, including relief staff, along with non-clinical staff such as medical office assistants, health-unit aides and a clinic manager.
Dr. Omar Shafi, medical director of the facility, said the centre will welcome its first patients on April 15, with medical imaging services starting at a later date, to be determined. Medical imaging services are planned to augment those currently available at Peace Arch Hospital, as well as serving urgent patients.
The centre will deliver care mostly through in-person visits, with some virtual care as needed.
The Ministry of Health says the new centre will focus on “urgent, episodic primary care.” Patients won’t be attached to a primary care provider, but the centre will help people to sign up on the Health Connect Registry if they are looking for a primary-care provider.
The Province has committed more than $5 million in annual operating costs and a one-time startup amount of more than $800,000 for the South Surrey UPCC. The total capital cost is approximately $8.1 million, funded jointly by the government and Fraser Health, the ministry press release says.
Osborne said the province has a goal of opening 50 urgent and primary care facilities across B.C.; this will be the 48th in the province, and the fourth in Surrey.
The other local centres are in Whalley (Unit G2-9639 137A St.), Newton (6830 King George Blvd.) and Cloverdale (5711 176A St.).
Since its opening in 2018, the Whalley centre has seen more than 200,000 patient visits and attached more than 1,500 patients to a primary-care provider. The Newton centre, which opened in 2020, has seen more than 100,000 patient visits and attached more than 1,300 patients to a primary care provider.
The Cloverdale centre opened earlier this year, with an official opening event on Jan. 28, 2026.
Patients can access the new South Surrey UPCC (1711 152 St.) from the exterior of the mall, adjacent to White Spot.
