Each year, public sector employers in Ontario are required to disclose the salaries of those employees who make $100,000 or more annually.
Established in 1996, the provincial Public Sector Salary Disclosure Act aims to “make Ontario’s public sector more accountable to taxpayers” and requires organizations that receive public funding from the province to make available the names, positions, salaries, and taxable benefits of employees paid $100,000 or more in the previous calendar year, according to the Province of Ontario. The listings — often referred to as the “Sunshine List” — must be made public by March 31 each year, and apply (but are not limited) to organizations such as:

Since the act was established, it has not accounted for the rate of inflation, and, as such, Kingstonist has established a $180,000 benchmark for the salaries listed in this article (up from the $170,000 standard Kingstonist employed last year). For comparison, we have included data from the 2024 Public Sector Salary Disclosure, which we covered in three parts last year (local municipalities, including police services, fire services, and paramedic services; local health-care and social services facilities and organizations; and local employees in education).
We will present the 2025 Public Sector Salary Disclosure in the same way, breaking down the Kingston and area information by employer below, and listing only the top 10 earners of each, in descending order. It should be noted that the salaries for people employed at the Royal Military College of Canada (RMC) and Canadian Forces Base (CFB) Kingston are not included, as those are federal entities. Additionally, the following organizations do not appear on the 2022, 2023, 2024, or 2025 disclosure lists:

Local hospitals, health-care providers, and social services
Southeast Public Health
There are 82 employees listed, six of whom (7.32 per cent of all listed employees) earned $180,000 or more in 2025.
This is not comparable to last year’s relevant listing, as Southeast Public Health amalgamated three smaller public health agencies; however, the following is a breakdown of the number of employees listed in the 2024 Public Sector Salary Disclosure for those three former health units.
Kingston, Frontenac, Lennox and Addington (KFL&A) had 23 employees listed in 2024.
Leeds, Grenville and Lanark District Health Unit (LGL) had 11 employees listed in 2024.
