Witnesses sought: Woman injured near Surrey Police UTV at Vaisakhi

The Surrey-based police watchdog is looking for witnesses after a woman was injured “in close proximity” to a Surrey Police four-wheel utility vehicle (UTV) at the Vasikahi Parade.
The Independent Investigations Office of BC (IIO) stated in a news release on Wednesday that the woman was injured around 1:30 p.m. while attending a parade on 128 Street near 80 Avenue. Although the release did not name the parade, the annual Vaisakhi Parade, or nagar kirtan, was that day and made its way through the streets of Newton. It travelled along 128 Street on its way back to the Gurdwara Dashmesh Darbar Temple (12885 85 Ave., Surrey).
“At the time the woman fell to the ground, a four-wheel utility vehicle (UTV) operated by a member of the Surrey Police Service was in close proximity. The woman later sought medical treatment for the injury,” noted the news release.
The IIO will consider these two factors as it starts the investigation.
“If there has been an injury that meets the threshold of serious harm, as defined by the Police Act, or a death; and if there is a connection between the serious harm/death and police action or inaction.”
The Police Act defines serious harm as an injury that may result in death, cause serious disfigurement or “may cause substantial loss or impairment of mobility of the body as a whole or of the function of any limb or organ.”
“If there is a connection to police action or inaction and the person’s serious harm or death, the chief civilian director will determine if there are reasonable grounds to believe an offence has been committed,” reads the release.
The IIO of BC investigates all police-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
