Surrey proposes to lower residential development cost charges

Surrey is seeking the provincial government’s OK for city hall to give final approval to a development cost charge bylaw for 2026 that would see residential charges reduced by seven to nine per cent from 2024 levels with an aim to help make housing more affordable in this city.
Mayor Brenda Locke explained that lowering these DCCs supports increased home building for residents present and future “while continuing to invest in the roads, utilities, parks and community amenities a growing city needs.”
According to a corporate report, a similar decrease wasn’t possible for commercial and industrial developments which don’t pay park development cost charges “and have generally lower DCCs than residential development.”
“In comparison to Township of Langley, City of Coquitlam, and City of Burnaby, Surrey’s proposed 2026 DCC rates are similar or lower that these municipalities with growth demands and a mix of new and redevelopment,” the report reads.
