The family of a boy who was killed in a North Vancouver boating accident is calling for more enforcement on B.C.’s waterways. A year ago today, a speedboat collided with an inflatable tube carrying 10-year-old Lionel Hall near Cates Park/Whey-ah-Wichen. As the CBC’s Ali Pitargue reports, the family is proposing amendments to better hold reckless boaters accountable.
