Canada’s most wanted fugitive has been located in Spain, the Sûreté du Québec said Friday as it seeks to confirm he’s been arrested by local authorities.
The provincial police department said All Boivin was found in Marabella, a coastal city in southern Spain.
Boivin, 36, has long been considered one of Quebec’s most wanted fugitives and has been sought on Canada-wide warrants for drug-related offences that took place across Quebec and in British Columbia. He was No. 1 on Canada’s list of most wanted fugitives after Montrealer Bryan Fuentes Gramajo was arrested in March.
Police believe Boivin is one of the leaders behind a bloody conflict over drug-selling territory pitting a street gang against biker gangs in the Saguenay — Lac-St-Jean, Quebec City and North Shore regions.
Police have previously said the conflict led to kidnappings, burned-down homes, shootings and people tortured on video. It is believed Boivin fled the province when police conducted sweeping arrests tied to the conflict in February 2023.
The Bolo Program, a national campaign that amplifies police notices for wanted suspects, had listed a reward of up to $100,000 for any information leading to his arrest.
In a press release Friday, the Sûreté du Québec said Boivin is wanted for gangsterism, aggravated assault, kidnapping, arms trafficking and drug trafficking, among other offences.
The police department said both the Royal Canadian Mounted Police and Interpol are collaborating with the investigation.
