A violent offender with a long history of crimes dating back to the early 90s, including multiple assaults and a manslaughter conviction in the death of a child, has been released from prison and is expected to live in Winnipeg.
Marcel Hank Charlette, 53, was released from Milner Ridge Correctional Centre, located northeast of Beausejour, on Sunday, Manitoba’s integrated high risk sex offender unit (MIHRSOU) warned in a community notice.
The MIHRSOU is a joint forces unit between the Winnipeg Police Service and RCMP.
Charlette — who also uses the names Hank Marcel Caribou, Hank Charlette, Peewee and Bald Eagle — has completed some sex offender treatment, but he is considered a high risk to reoffend in a sexual or violent manner against all people.
Police say all men, women and children are at risk.
Charlette had been in custody since February 2025 serving sentences for not complying with his probation order. He was released on Sunday.
His long criminal record dates back to the early 90s and includes convictions for manslaughter, aggravated assault, assault causing bodily harm, assault, uttering threats, carrying a concealed weapon and breaching court orders.
In 1991, Charlette was convicted of manslaughter in the death of a two-year-old child and was sentenced to six years in prison.
He was convicted on six counts of assault for incidents spanning across three decades, including a 1991 attack where he punched a woman in the face and a 2021 assault on a domestic partner.
The 53-year-old’s probation order requires him to follow a 9 a.m. to 9 p.m. daily curfew, with limited exceptions.
Police said he’s not allowed to possess or carry a long list of weapons that includes firearms, crossbows, ammunition, or explosives.
He can’t access or possess pornography depicting violence.
He has to abstain from possessing or consuming alcohol, illegal drugs, or prescription drugs that have not been prescribed to him by a doctor. Hairspray, gas, glue or other substances that can cause intoxication aren’t allowed either.
Charlette can’t go to places that sell alcohol as their primary purpose, like bars or liquor stores.
His probation order requires him to notify his probation officer of any type of relationship with a woman.
Police describe Charlette as five feet two inches tall, bald with many facial tattoos. His tattoos include triangles above and below both of his eyes, teardrops under his left eye and stitches at the corners of his mouth.
Officials said the Sunday’s community notification is meant to inform the public so that people can keep themselves safe. Vigilante activity won’t be tolerated, police said.
