More work is getting underway for the latest phase of the Surrey City Hall parkade restoration project.
City council recently approved an $815,220 contract to address deficiencies within the P1 and P2 levels of the parkade
Located at 13450 104 Ave., city hall is next door to the Surrey City Centre Library, the 3 Civic Plaza residential and hotel building, KPU and SFU campuses as well as Surrey Civic Plaza.
Opened in 2013, the parkade has 800 spaces and three levels with two ramps providing access via 104th Avenue and University Drive.
The restoration will be done in a phased approach to allow the parkade to remain operational throughout construction and minimize disruption.
“Following more than a decade of use, portions of the concrete surfaces and protective traffic deck coating systems have experienced normal wear and deterioration and now require repair and replacement to maintain the long-term integrity of the facility,” a staff report notes.
A structural engineer and parking structure remediation specialist assessed the condition of the parkade for the city, identifying deficiencies requiring remediation of both the entrance ramps and the parkade flooring systems.
The remediation work to the entrance ramps was completed in 2025. Council awarded a $936,400 contract for that project.
The latest work will include, among other things, targeted top surface and vertical concrete repairs, targeted full depth traffic deck coating replacement, slab crack repairs, surface preparation and traffic deck coating renewal and installation, drainage system upgrades and replacement of expansion joints.
The work is to be substantially completed by this November.
