Toronto Pearson has awarded contracts to NORR-DIALOG and PCL Construction to design and build the next phase of its airport modernization plan, launching a $1.5-billion Terminal 1 and Terminal 3 Revitalization Program.
The Greater Toronto Airports Authority (GTAA) announced that NORR-DIALOG, a joint venture between Ontario-based firms NORR and DIALOG, will lead planning, architecture, engineering and integrated design for the project.
PCL Construction, a Canadian-headquartered company, has been appointed Construction Manager at Risk.
The investment is the latest milestone under Pearson LIFT, the airport’s long-term strategy to renew and modernize Canada’s busiest airport.

Modernizing aging infrastructure
The Terminal 1 and Terminal 3 program is designed to modernize aging infrastructure while improving the passenger experience.
Planned upgrades include expanded terminal spaces, refreshed lounges, additional in-terminal charging stations, improved baggage processing systems, modernized check-in areas and advanced security screening technology.
The project will also include improvements to gates, passenger processing areas, and customs and immigration facilities aimed at helping travellers move more efficiently through the airport while strengthening overall operations.
Construction will be completed in phases to allow Toronto Pearson to continue operating safely and efficiently while minimizing disruptions for passengers and airline partners.
The terminal revitalization marks the second major project announced under Pearson LIFT.
In May, Toronto Pearson broke ground on the first phase of the program, a $3-billion investment focused on upgrading its airside infrastructure and baggage systems.
Together, the projects represent $4.5 billion in investments aimed at preparing the airport for future passenger growth while enhancing the travel experience.
