Surrey approves 56 more speed bumps for schools, parks

Surrey council has approved a $460,950 contract for Conssistant Construction Ltd. that will see the installation of 56 speed bumps at schools and parks throughout Surrey by the end of September.
The spending limit is set at $507,000. The contract, approved July 27, will permit construction from 7 a.m. to 10 p.m. Monday through Friday.
Meantime, in March council approved a contract for the installation of 73 speed bumps in school and park zones and that work has already been done.
Councillor Rob State said any addition city hall undertakes to enhance safety, “particularly for our youth, is a good one.”
He noted that requests for speed bumps and other “traffic calming” measures are frequent. “The demands are considerable.”
Council heard asphalt speed bumps cost up to $6,800 apiece compared to $3,800 for plastic ones.
Councillor Doug Elford said he resides near a school zone “and to experience the speeding that goes through there on a regular basis is quite appalling, you know, with all the signs and everything and many times it’s my neighbours that are doing it.”
He said council has pursued such initiatives and was told through risk management that there are liability issues with speed humps.
“Has risk management looked into this to make sure that we’re not taking on any liability for people that may just launch themselves off these things at school zones?” he asked.
He was told city staff always confer with city hall’s legal department before bumps are installed.
Councillor Mandeep Nagra asked if the bumps are effective and requested data bearing out that they actually slow traffic down and was told by engineering Surrey has seen a decrease in speeding as a result.
Councillor Gordon Hepner remarked that “I certainly know through my own driving habits they do slow me down.”
“That’s a great admission,” Mayor Brenda Locke said.
