LETTER: Why does Surrey have bylaws if they’re not enforced?

Why is it OK for cyclists, e-scooters and mobility scooter users to ride without a helmet and use pedestrian walkways when there are miles of bike lanes throughout the city specifically created for that purpose? Seems like it was a waste of taxpayers’ dollars.
Maybe the city should consider placing walk-through barriers on pedestrian paths (wheelchair-accessible of course) to make it difficult to ride and encourage the use of the lanes that these “vehicles” were designed for.
At the moment, it’s a free-for-all, and having to worry about speeding “vehicles” on a pedestrian walkway hardly seems fair to those of us who are on foot. If I were to use the bike lane as a pedestrian path, I’m sure there would be consequences.
What is the point of a bylaw if it’s not enforced?
