High-risk sex offender arrested twice in six days

A man deemed a high-risk sex offender was arrested twice by Langley RCMP in the span of six days for trespass and breaking into an apartment.
Back in 2020, Vancouver Police issued a public notice about Michael Wayne Carpenter, who had convictions for three counts of sexual assault with a weapon, three counts of forcible confinement, and three counts of utter threat to cause death/harm. The convictions relate to crimes in 2005 in Kamloops.
“Carpenter poses a risk of significant harm to the safety of vulnerable female children, youth, and adults,” according to that Vancouver Police public notice.
Fast forward to 2026, and shortly before midnight on Aug. 12, Langley RCMP responded to a report from the Willoughby area after a resident observed an unknown man in their backyard.
Officers attended the area and located a suspect, said RCMP Sgt. Zynal Sharoom.
Carpenter was arrested and later charged with trespassing at night. He was held in custody pending his court appearance and was subsequently released.
“Trespass at night is a criminal code offence under Section 177. It occurs when a person without lawful excuse, loiters or prowls at night on another persons property near a dwelling house. This offence must occur at night,” Sharoom added.
“The regular trespass that you are referring to is usually referred to as a provincial offence – for example in B.C. we have the BC Trespass Act. These can happen day or night, and are commonly dealt with violation tickets as opposed to a criminal charge,” the sergeant explained.
On Monday, Aug. 17, local RCMP responded to a report of a residential break and enter at an apartment complex in the 19700-block of 64 Avenue. At about 1:21 p.m., a complainant reported finding an unknown man inside their residence. The man then left the apartment and fled the area.
Officers identified a man matching the description of the suspect who fled on foot. The Lower Mainland Integrated Police Dog Service assisted in locating and detaining the man, who Sharoom said was taken into custody without incident.
Carpenter has been charged with break and enter, as well as obstruction of a peace officer. He remains in custody awaiting a bail hearing on both matters.
“Residents should never have to fear for their safety inside their own homes,” said Supt. Harm Dosange, Officer in Charge of the Langley RCMP.
“These incidents are particularly alarming. Through the rapid response of our officers and the invaluable support of the Integrated Police Dog Services team, a suspect was quickly located and taken into custody.”
