ENVIRONMENTAL PROTECTION NOTICE: Schnitzer Steel Canada Ltd

TAKE NOTICE THAT Schnitzer Steel Canada Ltd. (dba. Radius Recycling) of 12301 Musqueam Drive, Surrey, BC V3V 3T2 applies to the Metro Vancouver Regional District (“Metro Vancouver”) pursuant to the Greater Vancouver Regional District Air Quality Management Bylaw 1082, 2008 for a new Permit.

1. The purpose of this application is to request authorization to continue discharging air contaminants from Schnitzer Steel Canada’s existing metal recycling facility located at 12301 Musqueam Drive, Surrey, BC V3V 3T2. Schnitzer Steel Canada is currently operating under permit GVA1071, which expires June 1, 2027.

Schnitzer Steel Canada is requesting a 20-year permit term and amendments of the authorized:

Remove emission sources ES01, ES02 and ES03
Update the emission quantity for ES04
Add vessel dismantling operation and its emissions as a new source (ES08)

In the Schnitzer Steel Canada facility, end-of-life vehicles (ELVs) and general ferrous scrap metal are collected from various vendors. Accepted ELVs are inspected and drained of fluids at the depollution station. Drained organic fluids (e.g. gasoline, diesel, anti-freeze, motor oil) are stored in aboveground storage tanks. Oversized material may be resized using a cutting torch. The crushed ELVs and other metals are then sorted and transported off-site by barge. Schnitzer Steel Canada also plans to provide ship dismantling services, where ships/vessels are crushed, dismantled and transported off-site.

This Notice is published pursuant to the Environmental Management Act, the Public Notification Regulation, and the Greater Vancouver Regional District Air Quality Management Bylaw 1082, 2008. A person who may be adversely affected by the granting or amending of the permit described in this notice may, within 30 days of its publication, notify Metro Vancouver’s District Director in writing stating how that person is affected. When making a decision on the permit or approval application, the District Director will consider the application, comments submitted and any responses provided by the applicant.
