Commuters in southern Caledon are getting unexpected relief as a major road closure has ended significantly ahead of schedule.

Peel Public Works announced that the intersection of Heart Lake Road and Old School Road has officially reopened to traffic, beating its original September 30 completion deadline by a full month. The intersection is located just north of the Brampton border.

The successful early reopening marks a critical milestone for Project 10-1210 C3, a major phase of Peel Region’s massive Flow | South Caledon Program.

The intensive summer closure, which began on July 13, 2026, completely shut down a crucial 800-metre stretch of Heart Lake Road. Under the pavement, construction crews worked around the clock to install large-scale, high-capacity underground watermains.

This newly laid pipeline creates a direct infrastructure link along Heart Lake Road, connecting local water networks to a mid-block easement that feeds straight into the region’s newly constructed Victoria Reservoir site located just south of King Street.

The rapid expansion of the Town of Caledon has put immense pressure on local utilities. This infrastructure overhaul was fast-tracked to support the influx of new residential neighbourhoods and employment hubs blooming across southern Caledon.

By installing these massive trunk watermains, the municipality is expanding its regional capacity to deliver clean, safe, and reliable drinking water while stabilizing water pressure for thousands of existing and future local properties.

Regional preparation and broad utility staging for this phase originally broke ground during the week of November 10, 2025, with active on-road drilling kicking off in January 2026. While initial timelines warned residents to brace for gruelling detours and single-lane delays lasting through the end of September, efficient project management and favourable field conditions allowed crews to bury the heavy infrastructure and resurface the roadway ahead of schedule.

While regional officials are thanking drivers for their patience during the summer gridlock, minor localized work will continue off the main roadway. The entire multi-phase Flow program is on track for a final system-wide completion by early 2028.
