TORONTO — The City of Toronto has launched the Building Permit Application Pre-Check, an online self-check tool that uses AI to help applicants identify potential issues in eligible building permit applications before submitting them to the city.
According to a release, incomplete applications slow down reviews for applicants and staff. This pilot program aims to reduce avoidable resubmissions, support faster first reviews and advance the city’s broader work to improve housing approvals.
Applicants can upload their application documents to the tool and receive real-time feedback on missing, incomplete or inconsistent information and certain zoning or Ontario Building Code-related issues within the pilot’s scope.
“The tool generates a findings report that applicants can use to address or explain flagged items before formally submitting their applications for a full review by city staff,” the release reads.
“The pilot will run for one year and is currently available for specific projects involving residential buildings with two units or fewer, including additions, alterations, laneway and garden suites, decks, porches and detached garages in eligible residential zones. Additional features will be introduced in stages during the pilot.”
Use of the tool is voluntary and does not change the city’s formal application or review requirements.
City staff will still conduct a complete review and make all final decisions, regardless of whether an applicant uses the tool.
Throughout this pilot, the city will assess applicant experience, application quality and the tool’s impact on review times.
